The State Duma has received amendments to Article 16 of the Law on Alcohol Regulation (dated 11/22/1995 No. 171 –FZ), which establish additional restrictions on the sale of alcoholic beverages in the private sector.
The initiators of the amendments explained that the vast majority of cities in Russia are medium-sized and small towns, where the development areas of individual residential buildings, the so-called private sector, are significant. At the same time, such problems as frequent violations of public order, noise from visitors to night establishments (including "watering cans"), are unsolvable for residents of these areas.
"Currently, in many regions of the Russian Federation, the issue of the activities of organizations that, under the guise of providing catering services, actually carry out round-the-clock retail sale of alcoholic beverages, contributing to the disruption of public order in the evening and at night, including in the private sector, is acute," the authors of the amendments complained.
In this regard, Draft Law No. 1097342-8 proposes to allow regions to impose additional restrictions on the retail sale of alcoholic beverages in the provision of catering services in catering facilities located in the private sector.
