The trade turnover between Russia and Belarus exceeded the record of 2024 by 3%

In 2025, mutual trade between the Union State countries exceeded the record level of last year's trade turnover by 3%, while Russian exports remained approximately at the level of 2024, and imports from Belarus increased by almost 7%. This was announced by Russian Minister of Economic Development Maxim Reshetnikov following a meeting of the Supreme State Council of the Union State.

"We continue to consistently deepen integration in the Union State, create comfortable and favorable conditions for doing business and improving the quality of life and well-being of the citizens of our countries. We are seeing tangible results — the cumulative integration effect by the end of 2025 is more than 1% of the GDP of the Union State, which is more than 2.2 trillion rubles," the minister said.

Maxim Reshetnikov called the change in the structure of trade an important trend: the share of energy resources is decreasing, giving way to high—margin products such as machinery, equipment, light industry goods and food. There has also been significant progress in the industrial sector: unified approaches have been introduced to determine the level of localization of manufactured products, and access to government support tools is being coordinated.

As part of the deepening of integration processes between Russia and Belarus, the concept of "goods of the Union State" has been officially introduced. The initiative aims to highlight products produced in close cooperation between the two countries on the market and create preferential conditions for them. A specialized Committee on Standardization and Quality of the Union State has been established to manage the new standards. The structure will be responsible for meeting the conditions that manufacturers must meet. The main criterion for awarding the status will be the depth of cooperation: the share of joint participation of Russia and Belarus in production should be at least 50%. At the same time, it is important that each of the parties is obliged to invest at least a quarter of the total volume in the creation of the product. "Goods of the Union State" will be recognized by the corresponding logo.

The transport accessibility of the border regions of Russia and Belarus is being optimized. A model of suburban passenger transportation by rail has been agreed upon. The Smolensk–Orsha and Smolensk–Vitebsk routes will be launched at the initial stage. 

Information systems for the traceability of goods and vehicles are effective, which ensure the safety and control of the supplied products. In the transport sector, more than 2 thousand information about violations was sent to Rostransnadzor in the three quarters of 2025, and more than 8 thousand to the Transport Inspectorate of Belarus.

In parallel, the parties have already started preparing the Main Directions for the next three-year period 2027-2029. The structure has been formed and a draft document has been prepared. Final approval is planned before the end of this year.
