The Ministry of Natural Resources of the Russian Federation has prepared lists of scarce types of solid minerals and products with a high share of added value from these raw materials. The relevant draft order has been submitted to the Government.

The list of scarce raw materials includes uranium, manganese, chromium, titanium, bauxite, molybdenum, and tungsten. It contains rare metals lithium, beryllium, rare earths (yttrium, lanthanum, cerium, praseodymium, neodymium, samarium, europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium, lutetium), zirconium, vanadium, niobium, tantalum and rhenium. Graphite and fluorspar are also considered to be scarce raw materials.

"The President of the country has set the task to ensure the technological sovereignty of the state. To solve this problem, we are reorienting exploration and creating all conditions for the accelerated launch of new projects in Russia for the extraction and processing of scarce raw materials. Our mineral resource base is able to fully meet the needs of industry and enter the world market with the export of its own products with high added value," commented the head of the Ministry of Natural Resources of Russia Alexander Kozlov.

The list of products with high added value from scarce raw materials consists of 310 items. It includes, for example, lithium carbonate, vanadium oxides and hydroxides, tungstates, ferroniobium, semi-colloidal graphite and much more.

Recall that the amendments to the law "On Subsoil", adopted at the end of 2023, gave the Cabinet the right to approve lists of scarce raw materials and products from it. This decision will make it possible to set reduced starting payments for auctions for these types of minerals on separate instructions from the President of Russia. In addition, the amendments provide for the possibility of establishing special requirements for auction participants for scarce minerals by decree of the head of state.
