Intelligent transport systems under the national project are being implemented in 56 regions of the country

In 2024, within the framework of the federal project "System-wide measures for the development of road facilities" of the national project "Safe high-quality Roads", measures for the introduction of intelligent transport systems are continuing in the Russian regions.

"Intelligent transport systems are an important component of the integrated development of road transport infrastructure. They help to significantly optimize traffic flows, control traffic lights, identify busy or unsafe areas, where the situation is then carefully analyzed and the necessary measures are taken. Due to this, the efficiency of managing the transport complex in large cities, the comfort of drivers and passengers are significantly increased, and people get to their destinations faster. In 2023, measures to introduce "smart systems" were carried out in 57 urban agglomerations in 51 regions of the country. This year, the number of agglomerations that participate in the program has grown to 62, they are located in 56 regions," said Deputy Prime Minister of the Russian Federation Marat Khusnullin.

For the first time, according to the national project, smart systems will be introduced this year in the Primorsky Territory, Smolensk and Kurgan regions, the Republic of North Ossetia — Alania, as well as in the federal city of Sevastopol.

"The main goal of an intelligent transport system is to automate traffic management processes, and as a result, improve road safety. This year, over 3.15 billion rubles have been allocated for ITS implementation activities," said Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

Thus, in the Ryazan urban agglomeration from 2020 to 2023, more than 200 pieces of equipment were installed, of which 150 were purchased at the expense of the federal budget. Thanks to the complexes of the intelligent transport system, road services promptly receive information about the current situation, the operation of passenger transport, and accidents. Positive changes are also noted by residents of the regional center.

"With the new traffic lights, it has become much more convenient. Now you don't have to stand and wait for the whole cycle for a long time. If there is no one at the intersection, then it is enough to drive up to the stop line and the green light lights up in just a couple of seconds. It saves a lot of time," said Pavel Filyushkin, a car enthusiast.

The integration platform is planned to be developed this year. First of all, efforts will be aimed at improving the convenience of the system for users.

Special attention is paid to protecting information from hacker attacks. The information security system will be enhanced with new Russian-made software and hardware complexes.

In addition, an automated workplace for the dispatcher will be created.

It is also planned to install two weather posts and more than 60 video cameras in 2024.

The introduction of an intelligent transport system in the Tula urban agglomeration will continue. Such work has been underway here since 2020. During this time, the existing traffic control systems were synchronized, as well as additional ones were launched, including using artificial intelligence. 145 smart traffic lights and 8 pedestrian crossings have been installed, retrofitted and upgraded. To relieve the city center, 11 stationary parking space control complexes have been introduced. There are over 255 cameras recording traffic violations.

"Thanks to the timely transmission of information about accidents, hazardous areas, road closures, and weather conditions, drivers can better navigate the roads of the region," said Rodion Dudnik, Minister of Transport and Road Management of the Tula region.

In 2024 and 2025, the existing system will be improved, as well as new equipment will be installed that will allow you to more accurately determine the congestion of streets and choose the optimal mode of operation of the traffic light in order to avoid traffic jams and speed up the flow.

One of the leaders in the implementation of an intelligent transport system is the Krasnoyarsk Territory. In Krasnoyarsk, these events have been underway since 2020, and in 2022 regional road workers joined. In two years, 161 transport detectors, 9 automatic weather stations, 18 dynamic information boards and variable information signs have been installed on regional roads alone.

This year, 165.5 million rubles have been allocated for the development of an intelligent transport system on regional routes.

"It is planned to develop a weather monitoring system. We will develop an algorithm for obtaining and analyzing parameters coming from weather stations and their sensors. Based on the analysis, the system will form recommendations for taking additional measures," said Mikhail Buylov, Deputy head of the KGKU "Department of Highways in the Krasnoyarsk Territory".

7 automatic road weather stations will be set up, as well as 16 thermocos — three-meter sensors embedded in the roadbed. The contractor will also install 90 dome cameras and an additional 60 transport detectors.
