Starting from September 1, 2025, the Max messenger will be included in the list of programs required for pre-installation on electronic devices. Max will replace VK Messenger, which has been there since 2023. The corresponding order was signed by Prime Minister Mikhail Mishustin, according to the website of the Cabinet of Ministers.
In addition, starting from September 1, 2025, the domestic RuStore app store will become mandatory for pre-installation on devices using the iOS and HyperOS operating systems. To date, RuStore has been pre-installed on hardware that works with Android and HarmonyOS operating systems.
By another decree, the Cabinet approved a list of programs required for pre-installation on electronic devices in 2026. One digital product has been added to it – from January 1, 2026, Lime HD TV will be installed on TVs with a digital control unit.
