In February 2023, the Russian engineering industry experienced a decline for the twelfth month in a row. The total production in the five machine-building industries was 7.8% lower than in February 2022. At the same time, the rate of decline in production has been at a stable level all year. In general, according to Rosstat, in the two months of 2023, the total turnover of enterprises in all sectors of mechanical engineering significantly decreased by 6.4% compared to the same period in 2022, while growth was observed in three of the five sectors. A negative contribution to the dynamics of the indicator was made by the segment of motor transport production, which turned out to be twice lower than the value of February 2022. At the same time, the seasonally adjusted PMI index of Russia's manufacturing industries, which tracks the general market situation, fell to 53.2 points in March 2023 from 53.6 points in February, signaling a steady improvement in operating conditions in the sector.

The Orel enterprise "Expert-Cable" has launched a new line for the production of cable products for the transmission of electricity. The company has purchased new high—tech equipment - a line for twisting cable products. Investments in the opening of production exceeded 116 million rubles. Using the new equipment, the company produces power and control cables made of copper and aluminum cores for the transmission of electricity. Cables are made 100% from domestic materials and raw materials. The launch of the new line allowed to create 28 additional jobs. Currently, the company produces over 18 thousand km of cable and about 130 km of electrical bus per year.

The Moskvich Automobile Plant has launched the main conveyor. Thus, an increase in the productivity of the assembly shop by more than 2 times is ensured and means the start of production preparation for the start of small-node assembly. The operation of the main conveyor will increase the number of operations in production, connect welding and painting processes, promptly implement any changes and attract more local suppliers. It is planned that in 2023, according to the technology of large—node assembly, at least 50 thousand cars, including 10 thousand with an electric motor, will be assembled at the plant, in 2024 - at least 100 thousand cars, including 20 thousand with an electric motor. At the same time, 50% of this volume will be produced using large—node assembly technology, another 50% - using small-node assembly technology.

The Russian government has defined criteria for granting priority in public procurement for electronics manufacturers based on the Russian element base. The corresponding Resolution No. 486 was signed on March 27 by Prime Minister Mikhail Mishustin. When conducting public procurement, a three-level mechanism for the admission of electronics will operate. The highest priority will be given to Russian equipment running on Russian processors. It will be classified as a "first-level" product and have a corresponding mark in the register of the Ministry of Industry and Trade. If foreign-made components are installed on Russian equipment, then it will be considered "second-level" products and will be purchased only if there are no offers for "first-level" products. Completely foreign equipment is defined as "third-level" products.
