The Government of the Russian Federation has submitted to the State Duma a draft federal law "On Amendments to Certain Legislative Acts of the Russian Federation on the provision of the Armed Forces of the Russian Federation, other Troops, Military Formations and Bodies during counter-terrorism and other operations outside the Territory of the Russian Federation." The relevant document is posted in the database of the lower house of Parliament.
In accordance with the draft law, the Government of the Russian Federation is granted the right to make decisions on the introduction of special measures in the field of economy.
When introducing special measures, the Cabinet of Ministers will establish the specifics of the legal regulation of labor relations in individual organizations and at individual production facilities, including determining the procedure and conditions for engaging in work outside the established working hours, at night, on weekends and non-working holidays. An advisory draft of corresponding amendments has been prepared to the Labor Code.
In addition, in the event of the introduction of special measures in the economic sphere, legal entities, regardless of their organizational and legal form and form of ownership, will not be entitled to refuse to conclude contracts, state contracts for the supply of goods, performance of works, provision of services in order to ensure the conduct of counter-terrorism and other operations outside the territory of the Russian Federation.
The bill is aimed at ensuring that the Armed Forces of the Russian Federation, other troops, military formations and bodies conduct counter-terrorism and other operations outside the territory of Russia, the explanatory note to the document says.
In the conditions of counter-terrorism and other operations outside the territory of the Russian Federation, there is a short-term increased need for the repair of weapons and military equipment, as well as the provision of logistical means. The need to promptly meet these needs, especially in the context of the introduction by foreign states and international organizations of restrictive measures against citizens of the Russian Federation and Russian legal entities, will require temporarily concentrating efforts in certain sectors of the economy (in certain areas), reloading the production capacities of organizations of the military-industrial complex, including mobilization, and organizing resource supply within the framework of the state defense order, it is emphasized in the explanatory note.
