The Arbitration Court allowed Domodedovo to service bond loans. The Moscow Court of Appeal confirmed the legality of lifting part of the restrictions imposed by the court in securing the claim of the Prosecutor General's Office.

According to the statement of the Association of Bondholders and the International Airport Management Company Limited, the Arbitration Court of the Moscow Region decided on February 6, 2025 to partially cancel the interim measures imposed. Following this, the Prosecutor General's Office appealed to the Court of Appeal, which on March 17 confirmed the correctness of the regional court's decision. According to the published ruling, the court allowed the Domodedovo Group of companies to fulfill its obligations to pay the coupon on bond loans of Domodedovo Fuelfacilities LLC RU000A105MP6 and RU000A108Y11.

The court considered that maintaining the ban on the payment of the coupon on bonds does not meet the goals of applying interim measures — the safety of property and ensuring uninterrupted economic activity of the airport. In total, the debt obligations of the companies belonging to the Domodedovo Group of companies amount to about 77 billion rubles. Thus, in case of non-payment of the interest coupon on the bonds, there will be an obligation not only to redeem the bonds ahead of schedule, but also to repay monetary obligations on bank loans ahead of schedule.

On January 28, 2025, the Prosecutor General's Office filed a lawsuit with the Arbitration Court of the Moscow Region against D.Kamenshchik, V. Kogan and the Domodedovo Group of companies. The supervisory authority demanded that 100% of the shares of DME Holding LLC, which owns a group of operating companies of Domodedovo Airport, be recovered from the income of the Russian Federation, as well as invalidate decisions on the redomicilation of a number of structures included in the contour of the group. According to Vedomosti , the agency's requirements were related to the fact that the Domodedovo Airport group of companies was under foreign control, and not with deprivation.

The structures of Domodedovo airport were under the control of residents of foreign countries: D. Kamenshchik (Turkey, UAE) and V. Kogan (Israel). In the period from 2002 to 2016, the company "DME Limited", which owned the Domodedovo airport complex, was owned by two citizens of the Isle of Man — Jane Elizabeth Peters (63.74%) and Sean Fergusson Cairns (36.26%). In October 2016, 100% of DME Limited was acquired by Alamo Limited (Malta), the ultimate beneficiary of which was D.Kamenshchik. V.Kogan, according to the supervisory authority, exercised de facto control over the group's companies through him, which is confirmed by receiving a comparable amount of dividends from the activities of DME Limited. D.Kamenshchik and V. Kogan were supposed to gain control of the Russian strategic asset only if there was a decision of the government commission, which the defendants did not apply for.
