The Ministry of Finance proposes to simplify the possibility of obtaining preferential loans by IT companies

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation has prepared a draft resolution simplifying the possibility of obtaining preferential loans by IT companies. This is reported by the Ministry.

The Ministry of Finance proposes to cancel the condition that an accredited IT organization must be a recipient of tax benefits and apply reduced insurance premiums to obtain a loan; allow the company to pay dividends (the funds of a preferential loan cannot be used for these purposes).

In addition, the Ministry considers it appropriate to lift the ban on deposits that exceed the preferential rate; remove the obligation to index wages.

The Ministry of Finance, together with banks, formed a portfolio of loan agreements worth 52.2 billion rubles on August 1, 2022. 97 projects were supported, 23 credit organizations were involved in participation.

Currently, 4 preferential lending options are available for IT companies. This is lending to the customer for implementation up to 5% per annum; lending to development companies for R&D up to 3% per annum; lending to IT companies and integrators for implementation up to 5% per annum; crediting development for their own needs up to 5% per annum

Authorized banks are: Sberbank, VTB, VEB RF, Alfa Bank, Rosbank, Raiffeisen Bank, Gazprombank, Otkritie Bank, Chelindbank, Metallinvestbank, Ak Bars Bank, Novikombank, Rosselkhoznadzor, Sovcombank, Bank Saint Petersburg, Bank Center-Invest, Bank Russia, SME Bank, Absolut Bank, PSB, RNKB, Credit Bank of Moscow.
