The RSA explained the changes in the Unified Methodology for estimating the cost of spare Parts

The Russian Union of Motor Insurers (RSA) explained the changes in the Unified Methodology for Estimating the cost of spare Parts, introduced by the instruction of the Bank of Russia, published by the regulator on April 12, 2024. This was reported by the press service of the VSS and the RSA.

The changes relate exclusively to the assessment of the cost of spare parts due to changes in the logistics conditions for the delivery of spare parts and will take effect after 10 days from the date of publication of the instruction.

Currently, the average cost of spare parts in the region is determined by multiplying the base price, which is determined by the prices collected in Moscow, by a regional coefficient, which is calculated based on the results of price collection in the subjects of the Russian Federation. In the current edition of the Unified Methodology of the Bank of Russia, it is established that the delivery time within Moscow (as the base region) does not exceed 14 calendar days.

Currently, this period has lost its relevance. Amendments to the Unified Methodology, which are made by the instruction of the Bank of Russia in paragraph 6.2. of the Regulation of the Bank of Russia dated March 4, 2021 No. 755-P "On a unified methodology for determining the amount of repair costs for a damaged vehicle", provide for the need to take into account the delivery time of spare parts up to 30 days in the base region. At the same time, an additional requirement has been introduced: it must be taken into account that the delivery time of the spare part from the base region to another subject of the Russian Federation does not differ from the delivery time to the base region by more than 7 calendar days.

Since the cost of logistics today has a noticeable impact on the cost of spare parts, RSA expects that the changes will allow for a more accurate assessment of the cost of spare parts in the regions of the Russian Federation.
