The State Duma adopted in the first reading a draft federal law "On certain issues of regulating the platform Economy in the Russian Federation", as well as a package of amendments to industry legislation necessary in connection with the new regulation. This is reported on the website of the Ministry of Economic Development.

The draft law establishes a single conceptual framework, defines the rights and obligations of platform operators, owners of pick-up points, sellers, buyers and performers of work.

Operators will be required to verify information about sellers through the portal of public services and official registers. Product cards without security confirmation will not be published. Additionally, the requirements for the storage of goods, including compliance with sanitary standards, are fixed.

Contracts between operators and sellers, in accordance with the draft law, should include clear grounds for sanctions, changes in the position of the product card in search results, the procedure for changing prices and calculating the operator's remuneration for the provision of services.

Platform operators, in turn, will be required to notify at least 45 days in advance of changes in essential terms for partners. Fines and blockages are possible only after three days' reasonable notice.

It is established that the application of discounts at the expense of the seller is allowed only with his consent, which can be revoked at any time. The platforms are also required to provide reconciliation reports upon request within seven days and update them monthly.
