The head of Rosavtodor Roman Novikov held a working meeting with the governor of the Ulyanovsk region Alexey Russian. The parties discussed the activities on the federal road network of the constituent entity of the Russian Federation, the implementation of the national project "Safe high-quality roads" and topical issues facing the road sector.

The event was also attended by Deputy Chairman of the Government of the Ulyanovsk Region – Minister of Transport of the Ulyanovsk region Yevgeny Lazarev, Deputy Head of the Federal Highway Agency Andrey Samaryanov, Head of the Department for Highway Construction of the department Kairat Tursunbekov, Head of the Department for Regional Development and Implementation of the National Project of Rosavtodor Radik Farazutdinov, Director of the Department of Highways of the Ulyanovsk Region Rafael Tukaev.

Opening the meeting, Roman Novikov noted the positive dynamics of the modernization of the region's highways: "The length of the highways of the Ulyanovsk region, which are part of the backbone network, exceeds 1,630 km, while 86.2% of federal and 76.2% of regional highways are in standard condition. All indicators of the national project are also being fulfilled. To date, the laying of the upper layers of the road surface at the facilities is over 95%."

In turn, Alexey Russian noted the great role of the department in improving the road transport infrastructure of the region: "Rosavtodor pays great attention to our region and implements capital-intensive projects. Among the key ones are the expansion of the federal highway R-241 Kazan – Buinsk – Ulyanovsk, access to Samara with the construction of Attics, Lesnoy, Mullovka bypasses. Major repairs of sections of federal highways are also underway. The implementation of the national project "Safe high-quality roads" has become a great support for the region.

Evgeny Lazarev spoke about the measures taken to reduce the number of road accidents and injured road users. There are 376 photo-video recording devices operating in high-risk areas in the Ulyanovsk region. As part of the promotion of road safety, 286 preventive measures were carried out in eight months of 2024 with the participation of more than 23 thousand minors.

In the current road construction season, work on the installation of wear layers and major repairs with up to four lanes is underway on sections of federal highways with a total length of more than 60 km: on the A-151 Tsivilsk - Ulyanovsk, R–178 Saransk - Surskoye – Ulyanovsk highways and the entrance to Ulyanovsk from the M–5 Ural highway.

On the A-151 Tsivilsk – Ulyanovsk road, major repairs are being carried out on three sections at once ‒ from the 150th to the 163rd km, from the 174th to the 178th km, from the 191st to the 199th km. Traffic on the last of them will be opened this year.

The overhaul of the section of the M-5 Ural highway, the entrance to Ulyanovsk from the 219th to the 233rd km, is also in full swing.

The transfer of highways to a four-lane design after major repairs will not only reduce the density of traffic flow, but also increase the level of safety for all road users in the Ulyanovsk region.

Close attention is paid to the modernization of the R-241 Kazan – Buinsk – Ulyanovsk highway, the entrance to Samara with a total length of 117.7 km. A major repair program is being implemented on this highway, bringing sections from two to four lanes. Design documentation has already been developed for the overhaul of four sections with a length of 18 km.  Work has begun on one of them ‒ from the 208th to the 214th km -, major repairs of the other two segments with a length of 11 km and the bridge over the railway at the 229th km will begin after inclusion in the work plan. The design of a 21 km long section is also being completed.

Separately, the parties discussed the implementation of the national project "Safe high-quality roads" on the regional and local road network. This year, work is being carried out on 33 sites with a total length of 81.9 km. More than 1.4 billion rubles have been allocated for these purposes, of which 442 million are federal budget funds.

Special attention is paid in the region to the renovation of artificial structures. So, this year, thanks to the national project, it is planned to bring 14 facilities with a total length of more than 480 square meters into standard condition.

Major repairs of the bridge over the Kalmantai River in the Pavlovsky district of the region have been completed this road season. The facility is located on the Bestuzhevka – Barysh – Nikolaevka – Pavlovka highway - the border of the region. The highway on which it is located connects the Ulyanovsk and Saratov regions.

In the village of Arkhangelskoye, Sursky district, a bridge over the White Key creek, located on the Ust-Uren – Astradamovka – Shatrashany highway, has been repaired. The road connects the Ulyanovsk region and the Republic of Tatarstan.
