In the first half of this year, the specialists of Rosseti Moscow Region revealed more than 500 facts of unaccounted-for electricity consumption. Violations were discovered during inspections of consumer metering devices and raids, which are carried out on an ongoing basis.
During the inspections of metering devices, 260 acts on the consumption of electric energy with violations of accounting rules (unaccounted consumption) were drawn up. The volume of unaccounted-for electricity consumption has reached almost 70 million kWh. For comparison, such a volume of electricity would be enough to provide electricity to a large sports facility for a year or to supply electricity to a culture and recreation park for three years.
The most common violations are the connection of the supply cable to the settlement meter within the boundaries of the consumer's balance sheet, violation of seals of sales or network organizations, including antimagnetic, unauthorized interference in the operation of the metering device. In relation to unscrupulous consumers who have allowed electricity consumption with violations of accounting rules, acts on unaccounted electricity consumption have been drawn up. The cost of the "gone" bypassing the kilowatt–hour meter will be included in the receipts of unscrupulous consumers for payment of electric energy.
The volume of unaccounted consumption is calculated according to the methods prescribed in RF PP No. 442 of 04.05.2012. When calculating, the period of unaccounted consumption is multiplied by the maximum power of the power receiving devices in accordance with the power supply contract, or by the value of the permissible long-term current load of the input cable / wire. In relation to the categories of consumers equated to the population (SNT, DNT, etc.), the calculation is based on the volume for the same period last year using an increasing coefficient of 10. Thus, the legislation provides for penalties that are significantly higher than the payment for actual consumption in accordance with the readings of the electricity meter.
During the raid work, violators are identified who consume electricity without permission, without having signed an energy supply contract with a sales company. In January – June of this year, 241 such unscrupulous consumers were found. Acts of non-contractual consumption of electric energy have been drawn up with respect to all violators. The total cost of the "no-talking", according to the acts, exceeded 640 million rubles.
The volume of non-contractual consumption is calculated by the value of the permissible long-term current load of the input cable/ wire multiplied by the consumption period.
In addition to an impressive bill for "stolen" electricity, administrative liability is provided for unaccounted for electricity consumption, according to Article 7.19 of the Administrative Code of the Russian Federation. The fine for unauthorized connection to electric networks and unauthorized use of electric energy for individuals is from 10 to 15 thousand rubles, for legal entities - from 100 to 200 thousand rubles, and in case of repeated violation, the fine for individuals will be from 15 to 30 thousand rubles, legal entities will have to pay from 200 to 300 thousand rubles. Materials on all identified facts of unaccounted consumption are sent to law enforcement agencies to consider the possibility of bringing violators to administrative or criminal responsibility.
