On October 4, 2025, Harbin, People's Republic of China, hosted the second meeting of the Subcommittee on Cooperation on the Northern Sea Route (NSR) of the Russian-Chinese Commission for the Preparation of regular meetings of heads of Government. On the Russian side, the meeting was chaired by Alexey Likhachev, Director General of the Rosatom State Corporation, and on the Chinese side, Liu Wei, Minister of Transport of the People's Republic of China. The meeting was attended by Vladimir Panov, Special Representative of the Rosatom State Corporation for Arctic Development. On the Chinese side– Liang Huiling, Governor of Heilujian Province, and Yue Guayong, Director of the Department of International Cooperation at the Ministry of Transport of China.
Following the meeting, an action plan was approved for the further development of transportation along the Northern Sea Route between the Russian Federation and the People's Republic of China. The development and approval of the roadmap is aimed at creating a sustainable transport corridor. The cooperation involves the introduction of modern logistics and technological solutions to improve transportation efficiency and develop capital projects.
