On April 24, the head of Rospatent, Yuri Zubov, took part in a meeting of the Council on Intellectual Property Issues under the Chairman of the Federation Council on the topic "Topical issues of intellectual property rights protection". In his speech Yuri Zubov said that the Federal Service for Intellectual Property (Rospatent) is preparing to launch a search service for the widest database of registered trademarks - the system of examination of means of individualization (GIS ESI). The information system will work 24/7 and is available absolutely free for any user.

"A trademark is the fastest growing object of intellectual property in Russia. Every year we record an increase in the number of applications from Russian applicants by 15-18%. Today we often hear that no product can be put up for sale without checking for legitimacy. Access to the trademark database will facilitate the promotion of products on trading platforms, will help to develop business more effectively," he said Yuri Zubov.

The head of Rospatent also focused the attention of the Council members on the problem of perpetually green patents.

"The Department has already made amendments to the subordinate regulatory legal acts regulating the procedure for the examination of applications for inventions, limiting the issuance of "evergreen patents" related to pharmaceutical compositions, forms or derivatives of a chemical compound. We are preparing a new package of amendments to the rules for the examination of applications for inventions in the field of pharmaceuticals," he noted Yuri Zubov.

The head of Rospatent added that a second promising tool to combat the "greening" of patents has also been developed – the creation of a pharmaceutical register - a showcase that will show possible difficulties, conflicts and risks of intellectual property infringement. To launch it, approval of the legal framework for the creation and use of the registry will be required.

Chairman of the Federation Council Valentina Matvienko noted that the means of individualization deserve special attention: it is necessary to focus on the development of their own national brands, while promoting understandable Russian-language names. She also stressed that the joint efforts of the Federation Council and the Government of Russia are aimed at strengthening the institution of intellectual property, including the protection of intellectual rights.

"Invention, creativity, innovation is what has always distinguished our country, our people. And the institute of intellectual property is designed not to limit all these advantages, but to reveal and convert them into real economic growth," the parliamentarian said.

First Deputy Chairman of the Government of the Russian Federation Andrey Belousov emphasized the removal of systemic regulatory restrictions, the creation of tools for the growth of market liquidity of intellectual property rights, as well as the development of the institution of lending secured by intellectual property.

"I consider it necessary to strengthen tax incentives for the commercialization of RID and accelerate the turnover of intellectual property objects. Today it is impossible to consider intellectual property in isolation from other tasks of ensuring technological sovereignty," the first deputy chairman said.
