The first climate project has been registered and 96 first carbon units have been released within the framework of the carbon units register launched in Russia since September 1.
The executor of the project was the company Dalenergoinvest LLC, which verified the report on the implementation of the project on the use of renewable energy sources at connected facilities and in mini-networks in the Sakhalin region, namely, the construction of a station for 648 solar panels with an installed capacity of 250 kW, which will save about 15 million rubles annually for the local budget by reducing purchases of diesel fuel. The overall coordination work on the project implementation is carried out by the Ministry of Ecology and Sustainable Development of the Sakhalin Region with the support of the Federal State Budgetary Institution "Russian Energy Agency" of the Ministry of Energy of Russia.
"The Register of Carbon Units has been in operation in Russia since September 1, and already today we see that this was an expected event and today the main focus of business is on the market of voluntary units. Experts are also optimistic about the potential of implementing voluntary climate projects in industry, renewable energy, ecosystem projects, for example, planting forests, protection from forest fires, and the creation of sustainable agricultural areas. Gazprombank also interacts with market participants and helps to explore opportunities for monetization of projects aimed at reducing the climate footprint," said Natalia Tretyak, First Vice President of Gazprombank.
"The first carbon units appeared in the national register. This means that we have created a normal system for the implementation of these projects according to international standards and will continue to seek recognition from partners on a bilateral basis. This is important for achieving the goal of carbon neutrality set by the President," Russian Minister of Economic Development Maxim Reshetnikov said at a meeting of the Federation Council.
Since September 1, the carbon units market register has started functioning in Russia: market participants can register climate projects, issue carbon units into circulation and conduct transactions with them. The operator of the register of carbon units in accordance with the Government Decree of March 1, 2022 is JSC Kontur, operating with the support of Gazprombank and the Moscow Exchange.
The registry is a key part of the carbon units market infrastructure. The operator will register and keep records of climate projects and carbon units issued by the executors of climate projects, as well as their movement within the framework of transactions on the exchange and over-the-counter markets. In addition, the register will take into account the units of quota fulfillment issued as a result of the implementation of the Sakhalin Region experiment to limit greenhouse gas emissions.
Carbon units can be put into market circulation by both legal entities and individuals who have implemented projects to reduce CO2 emissions, for example, energy efficiency of equipment, projects for planting and restoring forests, sustainable and environmentally friendly agriculture and others that have been verified by companies authorized by the Federal Accreditation Service.
