The meeting was attended by the Governor of the Murmansk region Andrey Chibis, representatives of the Ministry of Transport, the Ministry of Finance, the Ministry of Economic Development and organizations of the transport complex.

Within the framework of the integrated development of the Murmansk transport hub, the construction of the Lavna coal terminal is envisaged, as well as the organization of short and long-distance railway approaches to it. Andrey Chibis noted the importance of the implementation of these projects for the Murmansk region, which will increase the volume of cargo transportation through the Murmansk transport hub.

Extra-budgetary funds are provided for the implementation of the project concerning the coal terminal within the framework of the concession agreement concluded between Rosmorrechflot and Lavna Commercial Sea Port LLC. In particular, it is planned to build a coal transshipment complex with a transshipment capacity of 18 million tons per year, 2.3 km of a non–public railway line of the Lavna - Terminal station, the operating water area of the port and navigation equipment.

The construction of short-distance railway approaches with a length of 46 km is carried out at the expense of budgetary funds and provides for the construction of 4 new railway stations, 112 artificial structures, 11 bridges and overpasses, 2 road overpasses, 2 tunnel-type road overpasses and the reconstruction of art. Weekend. The launch of the working movement in the direction of the coal terminal is scheduled for December 2023, the commissioning of the facility – in December 2024. Currently, the issue of allocating additional budget funding for the completion of these works is being considered.

The construction of 55.2 km of additional main tracks and the development of 18 stations with the completion of 18 priority measures at the end of 2024 are planned for the implementation of the development of long-distance railway approaches within the framework of the investment program of JSC "Russian Railways". Currently, construction and installation work is underway on 7 objects.

The carrying capacity of the approaches to Murmansk in 2024 will be 45 million tons per year, including 18 million tons per year to the Lavna coal terminal.
