The Ministry of Industry and Trade of Russia has prepared a draft decree of the Government of the Russian Federation, suggesting the establishment of prohibitions and restrictions on the purchase of imported products in the diesel engine industry.
The draft amendments propose to establish a ban on diesel locomotives. Recall that demand in this segment is traditionally provided by Russian manufacturers.
For the rest of the diesel products, it is proposed to establish restrictions on purchases of imported products within the framework of competitive procedures (the "second superfluous"), which will allow unifying the industry approach with the already existing standards established by Decree of the Government of the Russian Federation No. 1875 dated December 23, 2025 regarding generator sets and marine diesels.
Additionally, it is proposed to introduce a temporary exemption from the "national regime" for the purpose of purchasing products from the EAEU register under 223-FZ. This is necessary in the outline of the solutions that the Ministry of Industry and Trade of Russia is working on regarding the introduction of a point assessment of the origin of engine and transport engineering products. This approach will ensure the synchronization of requirements in all EAEU countries.
The proposed measures are designed to ensure the competitiveness and sustainability of Russian engine and transport engineering enterprises.
