Moscow, April 9th, 2025 — We have summarized the preliminary results of the development of the domestic telecommunications market in 2024. The revenue of Russian telecom operators amounted to more than 2.1 trillion rubles, which is 7.8% more than last year.

Revenue structure
- Mobile communication services are the main driver of growth. Last year, the segment reached 976 billion rubles, an increase of 8.9%
- Fixed-line Internet revenue increased by 11% compared to 2023. In total, the segment earned 279 billion rubles.
Mobile and fixed-line operators' revenues showed growth due to
- increased consumption of Internet traffic
- growth in the penetration of package tariffs
- promotion of additional options and media services
- development of new business lines beyond traditional communication services
Number of subscribers
- 270 million active mobile subscribers*, their number increased by 2.5% year-on-year
- 188 million of them are mobile Internet users, an increase of 6.5%
- 39 million active fixed-line Internet subscribers, an increase of 4.7%
The increase in the number of mobile subscribers is due, among other things, to the expansion of virtual banking operators (MVNOs). These new players in the market help to maintain interest in communication services and provide additional growth.
The increase in fixed broadband subscribers is due to the expansion of operator networks to the suburbs and the private sector and the commissioning of new housing with modern infrastructure.
Internet traffic
The traffic of Russian fixed and mobile networks showed significant growth in 2024. It grew by 24.4% compared to 2023. The total traffic volume increased from 151,521 petabytes to 188,530 petabytes.
- Mobile Internet traffic volume +13.9% year-on-year
- Fixed Internet traffic volume +28.1% year-on-year
The trend of 2024 was the rapid growth in popularity of domestic video services.
* The number is calculated based on active subscriber SIM cards, one person may have several of them.
