This decision was made during a meeting with the participation of Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko and Deputy Chairman of the Board of Sberbank Stanislav Kuznetsov, which was held on September 2 on the basis of the Beac regional Data Processing Center under construction in Balakovo. The start of its construction in September 2021 was given by the Chairman of the Government of the Russian Federation Mikhail Mishustin. The meeting was also attended by Igor Komarov, Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Acting Governor of the Saratov Region Roman Busargin and others.
Dmitry Chernyshenko noted that the data center, in the conditions of an active digitalization process, solves the tasks of optimizing the process of data collection, processing and storage, as well as ensuring their security.
"The data center in Saratov will become the largest in Russia. The project is significant and ambitious not only for the region, but also for Russia as a whole. I am sure it will give a serious socio-economic impetus to the Saratov region and create a large number of jobs for IT specialists. At the same time, I would like to note the innovativeness of the project. During the operation of the data center, it is planned to reduce energy consumption by 30% without harm to fault tolerance — this is a serious application. In addition, the Ministry of Finance was instructed to work together with the BEAC to work out the issue of using the computing infrastructure of the regional center for geo-distributed redundancy of the services of the Gostech digital platform and the State Reserve. This will increase the security of citizens' data and will be another step towards ensuring technological sovereignty, which the President has repeatedly spoken about. At the same time, this data center will be able to provide capacities not only to the Saratov Region and the regions of the Volga Federal District, but also to neighboring federal districts," Dmitry Chernyshenko, Deputy Chairman of the Board of the Russian Federation.
"Our data center in the Saratov region will become the first Beber regional data center, which will provide the IT infrastructure necessary for the bank's further development and create about 200 highly qualified jobs in the region. We are grateful to the regional government for the support and comfortable conditions for the construction of a high-tech facility. The project's capacities make it possible to place on it a single digital platform "Gostech", which is based on the technologies of the Beac. The data center we are building meets the highest international standards of energy efficiency and safety, so we welcome the decision to host Gostech services in it and are confident that it will contribute to further digital transformation of the provision of public services. For millions of citizens and organizations, this will mean accelerated receipt of such services, which does not require personal visits to government agencies," Stanislav Kuznetsov, Deputy Chairman of the Sberbank Management Board.
"I want to thank the BEAC team for the interaction that we have organized on this facility. As for the construction of engineering infrastructure for the operation of the Data Processing Center, these topics are under special control. Many thanks to the Government of the Russian Federation for the support in the implementation of the project," Roman Busargin, Acting Governor of the Saratov region.
About the Gostech platform
The unified digital platform "Gostech" will increase the speed of development of digital services of the state and bring them to a fundamentally new level of customer experience. The coordinated work of the specialists of the Ministry of Finance of Russia, FKU "Gostech" and Sbera made it possible to develop a fully import-substituted product certified by regulators in the shortest possible time. Thanks to the platform, the government and developers can focus on creating high-quality services for citizens without worrying about choosing tools for development or maintaining infrastructure. By the end of the year, a multi-tenant version of the platform will be introduced, which will speed up the transfer of state information services to Gostech.
About the Data Center
The data processing center in the Saratov region is a regional data storage and processing platform of the bank and is the first stage in the development of the program for the construction of a network of regional data centers of the BEAC. The development of the site is planned in three stages over the next three years.
The maximum possible power consumption of the data center is 82 MW. The facility meets the operational stability of TIER III level according to the international standard ANSI/TIA-942-B and the requirements of the Uptime Institute. The annual energy efficiency rating (Power Utilization Efficiency) is planned in the range from 1.1 to 1.4.
The advanced technical solutions used in the project ensure the highest energy efficiency of the data center under construction, which is achieved by using street air for cooling IT racks after its preliminary preparation in ventilation units specially designed for these tasks. In this technology, only 10-15% of the electricity consumed goes to cooling needs, and the rest of the energy is used for its intended purpose. Such an engineering approach allows you to operate the cooling system of IT equipment in an energy-saving mode up to 80% of the time of the year, without using refrigeration equipment.
Premises with critical elements of the data center infrastructure are equipped with automatic gas fire extinguishing systems using an environmentally friendly extinguishing agent and integrated security systems. In order to ensure the anti-terrorist security of the facility and prevent unauthorized access, the territory is equipped with complexes of modern security and access control systems. In the machine rooms, the complex of climate systems maintains optimal precision parameters of the temperature and humidity mode of operation of IT equipment.
