The State Duma adopted a law introducing comprehensive state regulation and control of the tobacco industry by analogy with the system of regulation and control of the alcohol market. This was reported by the Ministry of Finance.
The law provides for licensing activities, setting requirements for production equipment, including the obligation to register it and preserve it in case of non-use.
Regulation of accounting of products and raw materials is established, based, among other things, on the "Honest Mark" marking system. A separate type of state control in this area is being introduced.
