Deputy Prime Minister of the Russian Federation – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev instructed within a month to develop a single master plan for the agglomeration consisting of the cities of the Amur region - Tsiolkovsky and Svobodny.
"Three significant facilities for the country are being implemented near the territory of the two cities: the Amur Gas Processing Plant and the Amur Gas Chemical Complex, the Vostochny cosmodrome. Russian President Vladimir Vladimirovich Putin decided to remove the status of a closed territory from Tsiolkovsky, gave a direct instruction that we develop a system of measures not separately for each of the territories – Tsiolkovsky and Svobodny, but provide for the development of agglomeration, use all the advantages that the Vostochny cosmodrome, which is an attractive object for tourism, and huge enterprises, built by Gazprom and SIBUR. This is a direct order from the President of the Russian Federation, which we must fulfill," Yuri Trutnev opened the meeting.
Reports were heard on the implementation of previously approved long-term plans for the integrated socio-economic development of the Tsiolkovsky district and the city of Svobodny, including the pace of housing construction, social and cultural facilities and improvement of the city territory.
The first Deputy Minister of Construction and Housing of the Russian Federation, Alexander Lomakin, reported on the progress of working out issues of financing facilities in the "old town" BUT Tsiolkovsky. The Ministry of Construction of Russia, together with the region and interested authorities, is working on the issue of financing the construction, reconstruction and capital repairs (eight measures) of housing and infrastructure facilities.
According to the Minister of the Russian Federation for the Development of the Far East and the Arctic Alexey Chekunkov, in six years, as part of the implementation of the long-term plan for the integrated socio-economic development of Svobodny, 13 of 23 organizational measures (or 61% of the plan) and 38 of 53 measures aimed at the development of social and urban infrastructure (or 72% of the plan) have been completed). Work is underway on 5 objects. As part of the "Single Presidential Subsidy", 6.5 billion rubles were allocated for 31 events of the plan. The construction of the registry office building is being completed, the infrastructural support of the new territories of the city's development is continuing. The overhaul and reconstruction of 6 healthcare facilities, the overhaul of school grounds and sports grounds (7 schools), the reconstruction of the Palace of Culture of railway workers, ten municipal infrastructure facilities have been completed, a sports and recreation complex has been built, law enforcement officers have been provided with housing.
A master plan was developed for Svobodny, which suggests additional measures for the construction of significant social infrastructure and urban environment, gasification, reconstruction of municipal and transport infrastructure, as well as the implementation of a set of measures for shore protection.
The dynamics of agglomeration is also associated with the construction of the largest gas projects within the territory of advanced development (TOP) "Amur". 47 companies became residents of the preferential regime, including Gazprom Pererabotka Blagoveshchensk LLC, Amur Gas Processing Plant LLC, Residential Microdistrict LLC, Svobodnenskaya TPP LLC, Technolizing JSC, Dalagroterminal LLC. The total planned investment volume for the projects will amount to 1.88 trillion rubles. Investors have already invested 1.48 trillion rubles. Of the planned more than 8.2 thousand jobs, more than 6 thousand jobs have been created. Following new projects that create modern high-paying jobs, the urban environment and the service economy should also catch up. It is necessary to create additional commercial and public spaces, office buildings, and high-quality infrastructure.
Following the discussion, Yuri Trutnev instructed the Ministry of Regional Development of Russia, together with Roscosmos, the Amur Region, and investors implementing large investment projects, to develop and submit a master plan for a single agglomeration consisting of the cities of Tsiolkovsky and Svobodny.
"Three major projects – the Amur Gas Processing Plant and the Amur Gas Chemical Complex, the Vostochny cosmodrome – and two territories located nearby – BUT Tsiolkovsky and the city of Svobodny should be developed as a single agglomeration. The cities of Tsiolkovsky and Svobodny, considered separately, create much less attractiveness and much less demand for the development of social, transport, and engineering infrastructure. By combining these two territories, we create a different effect. Comprehensive socio-economic development plans should become one common document. The master plan should also be unified. These territories have a different composition of the population, different profiles of activity. This should be taken into account when preparing a new master plan. It is necessary to determine the possibility of financing for all departmental state programs, including the Roscosmos program. A month for this work, and we will report the general master plan to the President. The Ministry of the Russian Federation for the Development of the Far East and the Arctic, the Amur Region, and investors who implement projects should participate in this process.
