The Ministry of Education and Science of Russia discussed the prospects of opening new branches of Russian universities in Egypt

The opening of branches of the National Research Nuclear University "MEPhI" and the St. Petersburg State Electrotechnical University "LETI" on the basis of the Burj Al-Arab Polytechnic University in Alexandria was the main topic of the working visit of the delegation of the Ministry of Education and Science of Russia to Egypt. Also during the trip, representatives of the Ministry visited the sites of the under construction campuses of branches of St. Petersburg State University and Kazan (Volga Region) Federal University.

The Russian side was headed by Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation. The delegation included representatives of the National Research Nuclear University "MEPhI", St. Petersburg State Electrotechnical University "LETI" and Ural Federal University. Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Arab Republic of Egypt Georgy Borisenko also took part in the negotiations.

The Russian delegation was met by the Minister of Higher Education and Scientific Research of the Arab Republic of Egypt, Muhammad Ayman Ashour.

Welcoming his colleagues, Konstantin Mogilevsky noted the positive dynamics of the development of scientific and educational cooperation between Russia and Egypt. To date, about 16 thousand Egyptian students study at Russian universities. This is almost half of the total number of students in Russian universities from the African continent.

Compared to last year, the number of quotas of the Government of the Russian Federation for Egyptian applicants has more than doubled. 250 places have been allocated for the 2023/24 academic year. At the same time, as the Deputy head of the Ministry of Education and Science of Russia noted, if necessary, this number can be further increased.

Branches of Russian universities in Egypt

The Deputy Minister thanked his colleagues for the initiative sent last fall to open branches of Russian universities in Egypt. Currently, two leading Russian universities — St. Petersburg State University and Kazan (Volga Region) Federal University - have started to establish their branches in the Arab Republic of Egypt.

Universities will train highly qualified specialists in the field of medicine for Egypt. The branches are planning to start working already this academic year. Both universities will be located next to a large hospital in the Egyptian capital, which will become one of the clinical bases of future educational institutions.

Admission of applicants to study at the St. Petersburg State University branch is planned to be formed taking into account the needs of the Egyptian economy. Diplomas will be issued to graduates in accordance with the educational standards of the university and generally accepted international ones.

The KFU branch, in addition to training personnel in medical specialties, will implement master's programs in management and software engineering. Currently, finishing works have begun in the new branch building.

During the visit, Konstantin Mogilevsky visited the sites of the St. Petersburg State University and KFU campuses under construction.

Opening of new branches

Another topic of the meeting of the Russian Ministry of Education and Science with Egyptian colleagues was the opening of branches of the National Research Nuclear University "MEPhI" and the St. Petersburg State Electrotechnical University "LETI" on the basis of the Burj Al-Arab Polytechnic University in Alexandria.

On the eve of the working visit, the delegation of the Ministry of Education and Science of Russia, a team of domestic universities, together with Rosatom State Corporation, held a number of working meetings with representatives of Burj Al-Arab Polytechnic University. The parties discussed: organizational issues of opening branches, approaches to their financing, legal aspects, including licensing.

During the negotiations, Konstantin Mogilevsky and Muhammad Ayman Ashur agreed to make every effort to sign documents on the opening of branches on the sidelines of the Russia—Africa summit. Recall that the summit will be held in St. Petersburg in July this year. The opening of branches of MEPhI and LETI will significantly expand the possibilities of training specialists for the Egyptian nuclear industry.

MEPhI is ready to open programs on information technology, robotics and other areas in demand in the Egyptian labor market. And in the future, it is planned to consider the possibility of launching medical training areas in the country.

LETI offers to open the programs "Efficient Electric Power Industry", "Automation of Process Control Systems (PCS)" and "Renewable Solar Energy". Mechatronics became another area of interest to the Egyptian partners. After the opening of the branch, students will be able to receive diplomas in the specialization "Automation and mechatronics".

The list of programs discussed also includes non—technical ones - "Science of Preserving cultural and historical heritage", "Innovation Management", as well as "Russian Language and Culture", which will be end-to-end for students of all directions.

Another issue of negotiations between the Ministry of Education and Science of Russia and the Egyptian side was an intergovernmental agreement on mutual recognition of education, qualifications and academic degrees. At the moment, the agreement is in a high degree of readiness.
