A total of 15 Arctic cities and agglomerations are included in the long-term comprehensive plans, with total funding amounting to 2.9 trillion rubles until 2035.

Over 195,000 people live in the Norilsk—Dudinka agglomeration. Priority projects: major repairs of the regional highway "Access to Alykel airport in Norilsk", modernization of the municipal infrastructure of Dudinka.

4.06 billion rubles of Treasury infrastructure loan funds have been allocated for these purposes.

The Dickson agglomeration is of strategic importance for the development of the Arctic's transport and logistics potential. One of the promising projects is the construction of a new airport in Efremov Bay.
