JV: more than 38 billion rubles have been spent on the federal Clean Water project without achieving results

The Accounting Chamber conducted an analysis of the results of the implementation of the federal project "Clean Water". He showed that of the 137.6 billion rubles allocated from the federal budget for the construction and reconstruction of drinking water facilities, more than 38 billion rubles. (27.8%) were spent without achieving a result. This is stated in the message of the joint venture.

Thus, at the time of the project's completion - on December 31, 2024 - 119 water supply facilities in 56 regions, for which federal resources were allocated, remained unfinished. Of these, 85 facilities in 46 regions have not been completed as of December 22, 2025.


According to the final report of the Ministry of Construction of the Russian Federation, from 2021 to 2024, the total cost of implementing the Clean Water program amounted to 147.5 billion rubles, 86.2% of which were federal budget funds. As of January 1, 2025, the level of execution of expenditures amounted to 83.5% of the volume provided for in the project passport, due to insufficient attraction of extra-budgetary funds.

Since 2025, measures to modernize water supply systems have been implemented as part of a new federal project, Modernization of Municipal Infrastructure. At the same time, the MCI's system of indicators does not ensure the continuity and continuity of the Clean Water indicators and does not allow us to assess qualitative changes in the municipal infrastructure in the field of water supply.

The Accounting Chamber also drew attention to shortcomings in the rules for granting and distributing subsidies to regions for the modernization of communal infrastructure (Rules No. 27). Thus, when calculating the amount of subsidies, the parameters characterizing the actual situation in the water supply sector are not taken into account.
