The Rosselkhoznadzor estimated the investment potential to achieve the target values of import substitution in seed breeding at 45 billion rubles. It is planned to replace up to 60% of imports. This was stated by the head of the Center for Macroeconomic and Regional Analysis and Forecasting of the Rosselkhoznadzor Anna Osetrova, the bank said in a statement.
In Russia, 24 projects are being implemented for the construction of breeding and seed centers, seed plants and nurseries totaling 20 billion rubles. Currently, the share of domestic seed material in winter wheat is 93%, and in rice — 92%, but the potential for the development of Russian production in other areas is high.
Thus, the Government of the Russian Federation has set a task to increase the share of domestic seed material for 11 crops. The share of sunflower, potato and sugar beet imports exceeds 70% and by the end of 2030 should be reduced to 25%, 50% and 50%, respectively.
The market of breeding seeds is estimated from 150 to 200 billion rubles per year. The level of reimbursement of capital costs for the construction of breeding and seed centers has been increased to 50%. In addition to financial support, since 2020, RSHB has been developing a digital platform for farmers to farm, where you can buy seeds from domestic producers.
