The government has consolidated a new approach to creating IT solutions for the state. This was announced by the Cabinet of Ministers.
This management model assumes a clear division of responsibilities in the development of government services, platforms, and other digital projects.
In particular, government IT solutions are planned to be developed with the support of the Center for Expertise and Coordination of Informatization (CECI). At the same time, FKU GOSTECH is becoming a single coordinator of work on the technical design of IT solutions for the state.
The CEC assumes the role of a single functional customer who helps relevant departments determine how services should work and how user-friendly they are. The center has also set up project offices for key IT systems, including GIS "Rulemaking", data storefronts, an anti-Internet fraud system, an electronic document management system and other platforms involving interdepartmental interaction. These offices provide a single coordination platform, ensure compliance with common quality standards, monitor the timing and stages of project implementation, and provide methodological support to agencies.
In turn, GOSTECH is responsible for developing the architecture of information systems. He is charged with the tasks of technical implementation of projects, procurement, organization of the development and implementation of IT solutions in strict accordance with the functional requirements formed by the CEC.
The new management model establishes uniform quality standards for all public services, regardless of the initial level of digitalization of the agency responsible for the development. At the same time, this approach is aimed at reducing budget costs for creating IT projects, as well as speeding up their development.
Centralization of technical work on system design on the GOSTECH platform makes it possible to eliminate the re-development of duplicate solutions, optimize the cost of their creation by using ready-made and assembled templates at GosTech, as well as replicate successful solutions from one department to another. In addition, due to common technical standards, the systems are compatible with each other.
