By October 1, 2027, the Russian government has exempted commercial facilities affected by drone attacks and other fire weapons from inspections. The corresponding decree was signed by Prime Minister Mikhail Mishustin, according to the Cabinet's website.
Inspections will not be carried out against facilities that have suffered damage as a result of attacks since January 1, 2026. Scheduled inspections and a number of unscheduled control and supervisory measures will not be carried out in relation to them.
Unscheduled inspections may be possible only at the request of the prosecutor's office, on instructions from the President of the Russian Federation and the Government, as well as upon receipt of information that a business is harming the life and health of citizens, the security of the state, and operates without notification of the start of business activities, as well as in the event of a threat of an emergency.
In addition, a control event can be held if the entrepreneur has informed about the elimination of previously identified violations and the inspector needs to confirm this information. Now it is possible to carry out such verification remotely via a mobile application, without visiting the facility.
The possibility of conducting unscheduled inspections will remain for certain types of controls: in the field of industrial safety (in relation to hazardous production facilities of hazard class II), safety of hydraulic structures (in relation to hydraulic structures of class II), transport safety, education and energy supervision.
