The Government of the Russian Federation has approved an updated strategic direction in the field of digital transformation of construction and housing and communal services until 2030. The corresponding decree was signed by Prime Minister Mikhail Mishustin, according to the website of the Cabinet of Ministers.
The main goals of the updated strategy are to increase labor productivity in the construction and housing sectors, shorten the duration of the investment and construction cycle, and digitalize administrative procedures through industry platforms.
The strategic direction will be implemented in 2026-2030 through the implementation of a number of key projects.
The project "Development of the application of information modeling technology at all stages of the life cycle of a capital construction facility" assumes that the share of positive conclusions of the state examination of construction documentation prepared in the form of a three-dimensional information model will grow to 95% by 2030.
Within the framework of the projects "Development of the digital vertical management of urban planning solutions in the construction industry" and "Development of the housing and communal services management system", it is planned to create not only narrow-profile information systems, but also unified cross-industry solutions. They will be available for use on the GOSTECH platform in all regions.
The industry platforms "Construction Management" and "Municipal Infrastructure Facilities" will start operating on the GOSTECH platform, which will help to transfer administrative procedures to electronic format and reduce project implementation time.
A project to manage the housing and communal services industry will be implemented on the basis of the state housing and communal services information system, including using the multifunctional Gosuslugi Dom application.
