The Ministry of Construction of Russia together with the DOM group. The Russian Federation has announced the launch of a Competence Center for the digitalization of the housing construction industry. A new center created on the basis of a subsidiary of the IT company "DOM.RF Technologies" is designed to consolidate the advanced expertise of the state-owned company and bring the industry to a fundamentally new level of efficiency, productivity and technological independence.

The main goal of the center is to provide systematic support to regions and developers in the comprehensive digital transformation of the entire development cycle: from urban planning to the operation of ready—made facilities.

"For the country's construction industry, within the framework of the implementation of the federal project "New Rhythm of Construction" of the national project "Infrastructure for Life", today the priority is to solve the tasks of increasing labor productivity, reducing the investment and construction cycle and attracting qualified personnel. Digitalization is one of the key directions for solving the tasks set and developing the housing construction market. An individual support package will be provided for each region: assessing the current level of digital maturity, preparing analytical reports with specific recommendations, and holding strategic sessions on digitalization," said Konstantin Mikhailik, Deputy Minister of Construction and Housing of the Russian Federation.

The new Competence Center accumulates the unique experience of DOM.The Russian Federation, including the integrated digitalization of the development cycle, banking expertise, the development and implementation of domestic software, the use of information modeling (IM) and artificial intelligence technologies, as well as cybersecurity issues. The EXPERT portal will become a key link in this ecosystem.DOM.RF", which will act as a digital hub for the entire construction industry.

"For us, the launch of the Competence Center is the consolidation of applied expertise and the preparation of high—quality digital services for the housing construction industry based on it. Our team has already implemented more than 2,500 construction projects throughout Russia, over 10 million square meters are being built with our participation, and we have more than 50 integrated digitalization projects under our belt. I am sure that this expertise will help to realize any request from the development and housing construction industry as a whole," said DOM Managing Director for IT and Digital Transformation.Russian Federation Nikolay Kozak.

The Center's activities are aligned with the strategic objectives of achieving the technological sovereignty of the construction industry. Special attention will be paid to the implementation of Russian software, where the developed HOUSE plays a significant role. The Russian Federation Digital Construction Control platform, which has already been included in the register of domestic software of the Ministry of Digital Economy. In parallel with the introduction of technologies, the Center will focus on training a new generation of personnel — specialists who are able to work effectively with TIM and big data analysis tools. The training will take place at the DOM Academy.Russian technologies, which will make it possible to offset the personnel shortage and provide the industry with professionals with the most modern digital competencies. As previously reported by the Russian Ministry of Construction, the launch of the Competence Center is an important step in building systematic work on digitalization of the construction industry at the federal level. So, in March 2026, an assessment of the level of digital maturity of development projects in the regions began according to an agreed methodology — the first such assessment was conducted in the Samara region. In July 2026, it is planned to significantly expand datasets on the industry data platform, and by March 2027, proposals will be prepared to create additional mechanisms to stimulate the growth of digital maturity in development. In addition, new services for development will be launched, such as the creation of an AI master plan for the site, layout and apartment design, facade generation, and massing.
