The Government of the Russian Federation has approved draft amendments to the Budget Code, providing for the phased integration of the digital ruble into the budget process from 2025. This is reported on the website of the Ministry of Finance.
It is proposed to introduce a new concept into the Budget Code, the "digital ruble account of the Federal Treasury", and its definition. The operator of the digital ruble, the Bank of Russia, will open such an account with free maintenance to the Federal Treasury.
The bill provides for the possibility of making payments using the digital ruble for participants in the treasury payment system. It is proposed to empower the Federal Treasury to submit orders for the transfer of digital rubles to the Bank of Russia.
The specifics of conducting operations with the digital ruble using the Federal Treasury's digital ruble account are determined: transfer of digital rubles between the accounts of users of the digital ruble platform and the digital ruble account of the Federal Treasury, replenishment of the digital ruble account, transfer of income in digital rubles to budgets.
It is assumed that the execution of the federal budget using the digital ruble in 2025 will be possible according to a limited list of expenses, which will be approved by the Government in coordination with the Central Bank.
Starting from January 1, 2026, the digital ruble can be used without limitation by a specific list of federal budget expenditures.
In addition, starting in 2026, the digital ruble can be used to make payments to the budgets of the budgetary system.
From July 1, 2027, the changes can be extended to transactions with funds from all budgets of the budgetary system of the Russian Federation.
