The volume of federal budget revenues in January-April 2026 amounted to 11.721 trillion rubles. This is 4.5% lower than the revenue received in the corresponding period of 2025. This was announced by the Russian Ministry of Finance.

Non–oil and gas revenues of the federal budget increased by 10.2% and amounted to 9.423 million rubles, oil and gas revenues decreased by 38.3% to 2.298 trillion rubles.

According to preliminary estimates, the volume of federal budget expenditures amounted to 17.598 trillion rubles, which is 15.7% higher than in the previous year.

Since May 2026, the Russian Ministry of Finance has resumed operations for the purchase/sale of foreign currency and gold on the domestic foreign exchange market within the framework of the "budget rule". The volume of deferred transactions in March and April is taken into account when determining the size of transactions in May 2026.

The accumulation of additional oil and gas revenues during periods of favorable price conditions and the use of NWF funds to cover lost oil and gas revenues in accordance with the parameters of the "budget rule" ensures the stability of the budget system to fluctuations in the flow of oil and gas revenues.

By the end of January-April 2026, the federal budget had a deficit of 5.877 trillion rubles, which is 2.946 trillion rubles higher than the level of the same period last year. The high deficit values at the beginning of the year are mainly due to the advanced financing of expenditures.
