A new educational and production cluster for advanced training of specialists in the interests of aircraft manufacturing enterprises in the region will begin work in the Far East in 2024. According to the results of the competitive selection for the provision of grants for the creation and development of educational and industrial clusters within the framework of the Professionalitet project, among the winners among secondary vocational education organizations (SPE) Entered Primorsky Industrial College (Arsenyev).

Executive Director of the Corporation for the Development of the Far East and the Arctic (KRDV) for Social Development Hasan Hasanbalaev said that the Ministry of Education is going to an additional competitive selection In Russia, 159 applications were submitted from colleges and technical schools from all over the country. 20 PDF organizations were recognized as winners, including the Primorsky Industrial College. In general, within the framework of the federal project "Professionalism" in the Far East, on behalf of the President of Russia, at least 29 educational and industrial clusters will be created in the interests of key sectors of the region's economy: mining, mechanical engineering, agriculture, rail transport, metallurgy and fuel and energy complex enterprises. This will allow for fast and targeted training of personnel for priority industries.

"In 2024, three new educational and industrial clusters will be added to the already established and operating 15 in the Far East. Let me remind you that in Buryatia, on the basis of the Polytechnic College, with the participation of the Selenginsky Pulp and Cardboard Combine, the Baikal Educational and Production Center for accelerated training of specialists in the forestry industry is being created; the Magadan Polytechnic College, in partnership with enterprises of the real sector, is creating a cluster for training specialists in the mining industry, transport and electric power industry. And now, according to the results of additional selection, a cluster for training aircraft manufacturers will be created in the Primorsky Territory. The college in Arsenyev will receive 100 million rubles from the federal budget. The region, as well as the industrial partners of the project, will allocate additional funds for the creation of the cluster," he said Hasan Hasanbalaev.

The Executive director of the KRDV for Social Development also added that in 2024, new workshops on the competencies "Non-destructive testing" and "Additive Technologies" will be built at the Primorsky Industrial College with the funds of the Unified Presidential Subsidy of the Ministry of Regional Development of Russia. For these purposes, the college has been allocated 10.2 million rubles from the federal budget. These sites will help train aviation specialists within the framework of the new cluster.

Minister of Vocational Education and Employment of the Primorsky Territory Sergey Dubovitsky noted that Arseniev Aviation Company Progress is the key industrial partner and the main employer of the new cluster.  It is a city-forming enterprise with steady growth rates in the production of high-tech military, civilian and dual-use products, a dynamically developing link of the Russian Helicopters holding company and an important performer of the state defense order. The company's staffing requirement for the next 10 years is 3,300 qualified workers and mid-level specialists with secondary vocational education.

"Now mechanical engineering is developing very actively. This makes the industry in demand among young professionals. Young personnel capable of creating and operating unmanned aerial vehicles are important for the economy of Primorye. Key industrial enterprises of the region became partners of the new cluster. For example, students will be able to practice and work at the Progress Aviation plant, which produces the famous Ka-52 combat helicopters, or at the Askold reinforcement plant, the only enterprise in the Far East with extensive experience in the production and repair of high and low pressure pipeline fittings for the marine, oil and gas, chemical industry, thermal power engineering and housing and communal services", – Sergey Dubovitsky emphasized.

Recall that the federal project "Professionalism" contains three key initiatives. The first is the integration of colleges and enterprises in the real sector of the economy through the creation of educational and industrial clusters. The second is the introduction of new educational programs, including the optimization of training periods: up to two years for working professions and specialties, up to three years for more technologically advanced ones. This will allow you to give the graduate all the necessary skills in a short time due to the intensity and practical orientation of the training. The third initiative is the creation of a state system for the training of teaching staff for vocational schools.

The KRDV provides methodological and organizational support to the participants of the Professionalism project, coordinates the interaction of regional colleges with industry partners, including enterprises resident in prefremes - territories of advanced development (TOP) and the free port of Vladivostok (SPV).
