In 2025, the first Leninsky State Industrial Park in the All-inclusive format will open in the Moscow region. The solemn ceremony of laying the foundation stone was attended by the governor of the Moscow Region Andrey Vorobyov, the Minister of Industry and Trade of the Russian Federation Anton Alikhanov and the CEO of Rosatom State Corporation, which will become the anchor resident of the park, Alexey Likhachev, the press service of the governor and the government of the Moscow region reports.
By the end of 2026, 5 state industrial parks will be operating in the Moscow region, which are being built in an All-inclusive format.
"Today we want to announce the construction of 5 state industrial parks in a solemn atmosphere. We will build one of them on 100 hectares in Leninsky district within a year. There will be roads, infrastructure – everything that our investors need, whom we are very glad to see and appreciate very much. We understand how important it is now to go shoulder to shoulder with business, to support it," said Andrey Vorobyov. - We see very noticeable results and returns from each of our 70 industrial parks. All of them are loaded at 88.7%. This indicates a high demand, that there is everything there to start implementing your business plan, business idea. We hope to recoup this industrial park in 5-7 years. I am sure that our investors, who are making their plans here, will not disappoint us. At least we will do our best."
The total area of the Leninsky State Industrial Park is 100 hectares. They plan to create about 5.1 thousand jobs there. According to the new "5 in 1" standard, there will be:
- ready-made engineering and transport infrastructure, which is being built at the expense of the state;
- production boxes for turnkey companies, allowing you to launch enterprises in the shortest possible time;
- Light Industrial's ready-made premises for small businesses (production launch in 3 months): it is possible to rent or buy out according to the promipoteka program;
- social infrastructure: recreation and sports grounds, green areas, shops, hotels for employees, cafes and MFC;
- a specialized college for personnel training.
"The Moscow Region is a leader in the development of industrial infrastructure: 70 industrial parks are already operating in the region, more than 1.5 thousand enterprises are residents of industrial parks. Today we are launching a big project. Only 5 similar state industrial parks will be created in the Moscow region in the near future," Anton Alikhanov said and stressed the importance of creating an educational infrastructure on the territory of the state-owned IP Leninsky.
The specialized college will teach specialties in the field of IT, reverse engineering, as well as electronics and software development, and in the future they will create the directions "Digital" (AI, Data Science, programming) and "Production" (robotics, prototyping, reverse engineering).
"There will be no classes at the college. All training is aimed at computers, programming, and IT administration. We are also studying international experience, in particular China, in order to create a modern, innovative IT college," the governor said.
Rosatom State Corporation, a resident of the new state-owned IP Leninsky, plans to implement an investment project for the production of an electronic component base here in 2027. This will reduce the share of imports and strengthen Russia's sovereignty in this area. About 200 jobs will be created, and investments will amount to 22 billion rubles.
"About 50 enterprises and more than 10 thousand people are our presence in the Moscow region. Work on critical information infrastructure is a direct order from the President of the Russian Federation. It is impossible to overestimate the importance of this part of technological sovereignty. This is not just the release of the required number of ECBs, hardware and software complexes, and screens. We produce products for our key critical industries so that they are resilient to external challenges. Today, the foundation is being laid here, not just and not only the state industrial park, but the foundation is being laid here, including our information security, without which it is impossible to imagine the development of the entire Russian economy," Alexey Likhachev said.
In 2025-2030, the Aviation Center (GC Protector) will launch the production of engine and chassis components on the territory of the industrial park, as well as open a workshop for the overhaul of civil aviation aircraft (20 billion rubles of investment, 2.2 thousand jobs).
"A large cluster is planned here to carry out major repairs of aircraft engines and landing gear, which will include the production of components for both foreign and domestic aircraft. Our global strategy is technological sovereignty in the field of civil aviation from unfriendly Western countries. We already produce and plan to significantly expand our capacity for the production of aviation components from simple parts: brackets, bolts, screws, to the most complex ones, such as blades of turbojet engines," said Alexander Kolbasov, co-founder and member of the Board of the Protector Group of Companies. - All conditions for the construction of a production site will be created here, all communications will be carried out, transport accessibility will be provided. It is very important that the college will graduate IT specialists. There is a big shortage of industrial equipment programmers right now. We are very interested in conducting a professional selection of college students and ensuring the employment of young people at the training stage."
In 2026, Building Alliance Holding, using the Light Industrial format, plans to create a production complex "Digital Industrial Coworking Industrial City "Leninsky" for SMEs on the territory of the industrial park (investment volume - 8.2 billion rubles, 1 thousand jobs), and a company from Uzbekistan "MPPO - 27" will create a bearing production for railway transport.
"This space will create a synergistic effect for the development of industry, social, household and educational infrastructure and will become a strong driver for the development of the economy and industry of our country, will ensure the sustainable development of technological sovereignty. The Construction Alliance Holding (HSA) plans to create its own digital industrial coworking Industrial City in the Light Industrial format on the territory of the industrial park - these are universal industrial premises for industrial companies, small and medium-sized businesses. Thanks to the created industrial infrastructure, enterprises will be able to launch their own production in a short time," said Artem Petrukhin, partner at HSA.
Also among the future residents: the Time company, which plans to build a plant here for the production of innovative systems for construction and assembly profiles, SMT wants to create a local production of industrial robots, Advance will launch the production of bushings, washers, nuts, bolts, screws, pins, axes, rods and studs, and Fakir - technical means of rehabilitation (strollers) made of innovative materials and mass production of carbon fiber products.
In addition to the Leninsky district, state industrial parks will be built in the Moscow region in Dmitrovsky, Ramenskoye, Zhukovsky and Odintsovo. They will be created in an All-inclusive format.
In total, at least 50 industrial residents will be able to place production at the new sites, who plan to create 35.5 thousand jobs and invest at least 224 billion rubles. All of them will be able to apply for preferential loans, land without bidding and other support measures.
