Dmitry Chernyshenko, Deputy Prime Minister of Russia, has approved an Action Plan for the development of Endowment Funds for educational and scientific organizations, including engineering universities, until 2036.

The corresponding instruction was given by Prime Minister Mikhail Mishustin following the results of the strategic session on the development of higher and secondary vocational education to achieve technological leadership in June this year.

"On behalf of President Vladimir Vladimirovich Putin, we have developed proposals to improve the mechanisms for the formation and use of the FCC of educational organizations. As of January 1, 2026, there are 184 funds in the field of higher education in Russia with a capital volume of 24.1 billion rubles. Target capital is not only a powerful financial resource, but also a tool for long—term development. Our task is to make it accessible not only to the largest universities, but also to educational and scientific organizations in the regions," said Deputy Prime Minister Dmitry Chernyshenko.

Systematic work is devoted to improving this mechanism, which is reaching a new level thanks to the approval of the Action Plan for the development of the FCC of educational and scientific organizations. It includes 17 events in five areas: expansion of endowment capital formation tools, development of collective management models, creation of official statistics, knowledge centers and consulting infrastructure, as well as professional development of university teams. The Ministry of Economic Development of Russia is responsible for 12 of them.

"Over the past two years, the Government has paid great attention to the development of endowment funds. Legislation is changing in accordance with the needs of the endowment market. Today, for non—profit organizations that own endowment capital, it is important to address issues such as the formation of a registry, the introduction of collective endowment management models (platforms) for small funds, and the expansion of permissible activities. All these areas are included in the action plan for the development of endowments," commented Tatyana Ilyushnikova, Deputy Minister of Economic Development of Russia.

The target capital provides non-profit organizations (NPOs) with a long-term source of funding. The main amount is invested, and the income is directed to development — education, science, healthcare, culture, sports, social assistance, environmental protection and other areas.

"For the development of target-date capital, it is especially important today that this instrument has a long-term government strategy. The market has grown tenfold in recent years, and now our common task is to create conditions under which the target capital can become a stable part of the financial model not of individual organizations, but of tangible support for the non—profit sector. Endowments provide a wide range of opportunities for organizations: they allow them to plan development for years ahead, save accumulated resources and attract new partners to this work. The approved plan is an important signal for the entire market. It will allow us to take the next step and move from individual successful practices to the formation of a full—fledged infrastructure for long-term financing of socially significant projects," said Oksana Oracheva, CEO of the Potanin Foundation.

The document was prepared by the Ministry of Education and Science of Russia together with the Ministry of Economic Development of Russia, the Ministry of Finance of Russia and the expert community.
