The Ministry of Industry and Trade proposed to extend the period of transition to mandatory labeling of certain types of light industry goods.
The draft of the relevant resolution has been published on a single portal for posting draft laws.
The mandatory labeling of light industry goods is effective from January 1, 2021. Accordingly, participants in the turnover of light industry goods must enter all information about transactions with these goods into the labeling information system. The rules for labeling light industry goods were approved by Government Decree No. 1956 dated December 31, 2019 (with amendments and additions).
Amendments to the said resolution entered into force on March 1, 2025, which included new product groups in the list of light industry goods subject to mandatory labeling. Now almost all types of light industry goods are covered by mandatory labeling.
In particular, since March 1, mandatory labeling has been introduced for such types of goods as:
- men's, women's and children's long johns, combinations, skirts, underpants, T-shirts, nightgowns, pajamas, bathrobes and dressing gowns, pantaloons and similar articles, including knitted or crocheted;
- bras, belts, corsets, suspenders, straps, garters and similar articles and parts thereof, of any textile material (including knitted or crocheted);
- T-shirts, t-shirts and other undershirts, knitted or crocheted;
- clothing and accessories for young children, knitted or crocheted;
- knitted or crocheted bathing suits;
- gloves made of textile materials, other than knitted or crocheted;
- other ready-to-wear items, other than knitted or crocheted;
- gloves, mittens, mittens, mittens made of natural or composite leather;
- hats and other headdresses, felt, plaited from strips of various materials, or knitted or crocheted, or from lace fabrics, or other textile materials, made from one piece; hair nets;
- gaiters, gaiters and similar articles and their details.
Accordingly, manufacturers, sellers and importers of these products are required to enter into the monitoring system information on the labeling of goods, as well as on its introduction into circulation, their turnover and withdrawal from circulation from March 1, 2025.
At the same time, it is allowed to label the existing unmarked product residues in the warehouse until October 31, 2025.
The turnover and decommissioning of unmarked goods remains will be allowed until July 31, 2025.
Now the Ministry of Industry and Trade has proposed extending the specified time frame for the transition to mandatory labeling of certain types of light industry goods.
In particular, manufacturers, importers and sellers will have the right to store unmarked inventory of these types of goods and carry out their labeling until March 1, 2026.
At the same time, it is proposed to allow the turnover and withdrawal of unmarked remnants of goods from circulation until December 31, 2025 (inclusive);
Accordingly, by March 1, 2026, when labeling product residues, it will be necessary to enter:
- the taxpayer identification number of the participant in the turnover of goods, which carries out the introduction of goods into circulation;
- the product identification code, or the kit identification code, or the kit identification code, or the transport package identification code.
As explained in the Ministry of Industry and Trade, the draft resolution will allow to sell off a significant part of the remaining goods before the deadline for the prohibition of the sale of unmarked remnants of goods, and the postponement of the labeling period for the remaining goods will give additional time to prepare for their labeling by means of identification and for the onset of mandatory requirements related to the turnover of labeled goods.
