The Corporation for the Development of the Far East and the Arctic (KRDV) and the AIGROUP company signed an agreement on the implementation of activities in the territory of advanced development (TOP) Amurskaya. The investment project of the new TOP resident provides for the construction of a logistics complex with an area of 39.7 thousand square meters at the Rovnoye investment site in the immediate vicinity of the Blagoveshchensk-Heihe International automobile Bridge. According to the agreement with the KRDV, investments in the project amount to about 2 billion rubles. The first stage of the facility will be commissioned in 2028, and the second in 2030.
The complex will include warehouse buildings with administrative and household facilities, checkpoints, a boiler room, outdoor parking lots, as well as modern loading and unloading and engineering equipment.
"With the effective support of the state, we are creating a modern warehouse system that is capable of ensuring the movement, storage and processing of goods and cargo - responsible storage, warehouse rental, cross-docking and other warehouse services. The aim of the project is to unlock the potential that Blagoveshchensk and Heihe have due to the prevailing historical and geographical conditions. Obtaining the status of a resident of the Amur TOP is an important step for us. Preferential treatment significantly increases the economic efficiency of the project, without preferences it would be difficult to implement the project within the planned time frame," said the director of AIGROUP LLC Igor Sidelnikov.
To implement the project, AIGROUP will use the full range of government support measures available to residents of the Amur Region: insurance premiums reduced to 7.6% for 10 years, zero taxes on property and profits for the first 5 years, the possibility of obtaining land and infrastructure support, the application of a free customs zone procedure, promotion of products and services., legal protection and other instruments of state support.
At the Rovnoye investment site, at the expense of the federal budget, the KRDV is creating infrastructure for residents – on-site roads, a storm sewer network, domestic sanitation, a power supply center and power distribution networks are being built.

The TOP sites provided with infrastructure, together with tax benefits and administrative preferences, and comprehensive project support from the KRDV, create the most comfortable conditions for investors," said Amurskaya, Director of the KRDV. The implementation of the project will create additional revenue streams to budgets of various levels, lead to an increase in the gross regional product, and provide the necessary infrastructure for increasing logistical flows due to the growth of foreign trade turnover between Russia and China via the cross-border bridge across the Amur River.
The AIGROUP project, among others, was reviewed at a meeting on the implementation of new investment projects in the Amur Region, which was held on December 3, 2025 in Blagoveshchensk by Deputy Prime Minister of the Russian Federation – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev.
"The Amur Region is the leader in terms of attracted investments in the Far East. Over the past 10 years, investment projects implemented in the Amur Region with state support have attracted more than 2 trillion rubles to the region. In total, more than 70 investment projects with a total investment volume of 2.5 trillion rubles are being implemented in the region with state support measures. 22 of them have been put into operation, and almost 15,000 new jobs have been created. These are, among other things, the largest enterprises in the country - the Amur Gas Processing Plant and the Amur Gas Chemical Complex. Large regional enterprises for the production of liquefied natural gas and processing of oilseeds, the development of the Kun-Manye nickel-copper deposit and coal mining are underway. The expansion of economic ties with China, the construction of the Blagoveshchensk-Heihe bridge crossing, and the cable car across the Amur River in Blagoveshchensk create additional opportunities for realizing the region's investment potential – the emergence of projects in the field of logistics, tourism, and high technology. As part of today's meeting, we will consider investors' plans to create two logistics complexes, an industrial park, as well as a wind farm and residential areas in the Amur Region, projects that will additionally attract more than 150 billion rubles to the Far East. According to the KRDV, 52 residents are implementing projects in the Amur TOP. The planned investment volume is 2.4 trillion rubles, and more than 18,000 new jobs will be created. In fact, the business has invested 2 trillion rubles in the development of the region, created about 12 thousand new jobs. 22 resident projects have been successfully commissioned and are operating.
