The new rules for Wildberries and Ozon sellers require revision. This will be announced on the FAS website following a meeting of the FAS Expert Council for the Development of Competition in the field of information technology.
The members of the Expert Council reviewed the practices of Wildberries and Ozon for compliance with the principles of interaction between participants in digital markets and commented on the actions of marketplaces as containing risks of infringing on the interests of sellers and buyers, and also identified signs of imposing unfavorable working conditions on entrepreneurs at sites that require revision. According to experts, the introduction of such rules should be further elaborated and adjusted to mitigate the consequences of their application.
The new mechanisms must necessarily be transparent and understandable, as well as take into account the pricing policy of representatives of small and medium-sized businesses, the FAS emphasizes.
In August 2025, the Federal Antimonopoly Service received numerous complaints from representatives of small and medium-sized businesses in connection with a change in the procedure for dealing with Wildberries sellers.
The company has introduced the use of the product balance index. After its implementation, entrepreneurs with a low index either have to pay for the storage of goods on the site's infrastructure at a higher price, or discounts are set on their goods without proper approval, or they will have to take it out of the marketplace's warehouses. That is, sellers were forced to choose between including goods in auto transactions and paying for storage services for each unit of goods at an inflated tariff, according to the FAS.
In addition, Wildberries, through the Tariff Constructor mechanism, has implemented a procedure for providing additional services that cannot be dispensed with earlier than the deadline set by the marketplace, even if entrepreneurs are no longer interested in them.
Earlier, the marketplace introduced the "Attractive Price" tool, which forces entrepreneurs to sell products at prices set by the marketplace, rather than by sellers. Using internal algorithms, the platform calculated the price of the product for a certain period and offered it to sellers. If they agreed, the entrepreneurs received a discount from a regular customer. At the same time, if sellers slightly raised the prices of goods, the company terminated such a discount. On September 23, 2025, Wildberries announced the voluntary cancellation of this tool.
In addition, the antimonopoly service receives many requests from entrepreneurs regarding Ozon's innovations.
Previously, sellers could pick up cancelled or returned orders for themselves or send them to the warehouse of the site. However, starting from October 1, 2025, the marketplace changed the following rules for processing returns of goods (according to the FBS model). Now, orders that have been canceled or returned by customers without quality claims are automatically sent to Ozon warehouses for resale. As a result, entrepreneurs are deprived of the opportunity to freely dispose of their goods. They cannot sell it through other sales channels, the FAS emphasizes.
In addition, according to the antimonopoly service, sellers have difficulties in exporting their goods from the Ozon warehouse infrastructure. Often, entrepreneurs cannot book the time for its self-export.
At the same time, the site has no obligations to provide such periods on time, as well as to comply with the deadlines for the export of goods. This may lead to sellers paying for product storage services on the marketplace infrastructure indefinitely, the FAS emphasizes.
The Antimonopoly Authority notes that in addition to entrepreneurs, the FAS also receives complaints from Ozon customers, whose personal accounts on the site are blocked without explanation.
