The Federal Antimonopoly Service issued a warning to Rosagroleasing JSC. This is reported on the FAS website.

According to the antimonopoly authority, the company unreasonably refused to conclude a lease agreement for a legal entity.

The Antimonopoly Authority warned Rosagroleasing of the need to eliminate the practice of unmotivated refusals of applications, develop and coordinate with the FAS internal regulations for reviewing applications, providing for the necessary criteria for excluding legal entities from the "blacklist", as well as consider applications from agricultural producers on non-discriminatory terms.

Earlier, an appeal was sent to the antimonopoly Service, which indicated the presence of signs of abuse of a dominant position in the actions of Rosagroleasing. The company holds a dominant position in the commodity market of leasing services in the segment of agricultural machinery.

The Antimonopoly Authority determined that the reason for Rosagroleasing's refusal to conclude the contract is the company's presence on the "blacklist" of counterparties.

The internal documents of Rosagroleasing make it possible to permanently include a legal entity and all related legal entities in the "blacklist" based on the property claim of the company itself.

At the same time, the loss of interconnectedness and the lack of confirmation of the validity of a property claim are not grounds for exclusion from the "blacklist," the FAS emphasizes.

The deadline for being on the blacklist has not been set, and Rosagroleasing does not disclose the reasons for the refusal.

Thus, according to the FAS, agricultural producers do not have the opportunity to conclude leasing agreements with the organization.

Rosagroleasing is a state—owned leasing company. Its activities are aimed at the technical and technological modernization of the domestic agro-industrial complex through the leasing of production facilities to agricultural organizations in the country.
