Rosstandart reported on the application, based on the results of an unscheduled on-site inspection of the official representative office of the manufacturer of vehicles of the Shacman brand, of the protective clause of the technical regulations of the Customs Union "On the Safety of Wheeled Vehicles", according to which the vehicle type approval (OTT, including its distribution), issued in respect of Shacman trucks of type SX3258, was suspended.
As stated in the message of Rosstandart, the control and supervisory event was conducted in coordination with the prosecutor's office. The reason for Rosstandart's adoption of this decision was the non-compliance of SHACMAN type SX3258 vehicles with a number of mandatory requirements for wheeled vehicles, in terms of noise restrictions, rear anti-rollback and side protective devices, and so on.
These violations pose a significant danger to the health and life of both the drivers of vehicles and other road users. Thus, inconsistencies in the part of the rear rollback protection (or the so-called rollback bar) and side protective devices pose a direct threat to the life and health of drivers and passengers of passenger vehicles, who will suffer significant damage in the event of an accident involving such trucks. In turn, violations of noise restrictions are a factor of industrial stress, directly affect the well-being and health of the driver of such a cargo vehicle, contribute to his fatigue, which can eventually cause an accident. The nervous tension of drivers associated with increased background noise can lead to health problems such as headaches, dizziness, and increased blood pressure.
Rosstandart issued a number of instructions to a representative of the vehicle manufacturer Shacman.
First, the manufacturer's representative is required to develop a program of measures to prevent harm (recall program). Such a program will have to include specific repair measures aimed at eliminating structural defects both in respect of trucks in service and those that have not yet been sold. As part of the program, the official representative will also determine a list of specific vehicle VIN numbers and the period of their implementation. After developing the program and coordinating it with Rosstandart, dealers will contact the owners of trucks subject to the recall and inform them where and when it will be possible to eliminate violations for free.
Secondly, any kind of sales of Shacman trucks of the SX3258 type should be suspended. Administrative liability will be applied for violation of this requirement.
An order was also issued to eliminate the identified violations of the requirements of the technical regulations of the Customs Union "On the safety of wheeled vehicles." Within the framework of this regulation, it will be necessary to eliminate the causes of violations of the requirements of the technical regulations.
It should be noted that earlier Rosstandart sent a notification to the official representative of the company about the non-compliance of products with the requirements of technical regulations, held a working meeting and repeatedly reviewed the submitted draft recall programs.
According to preliminary information, more than 15 thousand potentially dangerous Shacman SX3258 trucks were imported into the territory of the Russian Federation, of which 2.17 thousand. they are already in operation.
