The Ministry of Economic Development is developing a draft government decree on improving the redistribution of unclaimed grid capacity. This is reported on the ministry's website with reference to Deputy Minister of Economic Development Mikhail Kaminsky.
The Ministry proposes to work out a mechanism in which the construction of a generation for a specific new consumer is paid for by this consumer himself — on the principle of "take it or pay it" or through financing his own generation.
The commissioning of new generating capacities has a direct impact on the cost of electricity. As the Deputy minister noted, in the short term, key attention should be paid to an interdepartmental discussion on updating the forecast of electricity demand within the framework of the general scheme for the placement of electric power facilities, which should be adjusted in 2027.
