The State Duma adopted in the first reading the draft law "On support for the development of artificial intelligence technologies in the Russian Federation." This is reported on the website of the lower house of parliament.
In accordance with the draft law, a basic definition of artificial intelligence is introduced in Russian legislation, and conditions are provided for the priority development of domestic AI technologies.
The draft law defines the principles of regulating relations related to large fundamental AI models. The President of the Russian Federation, the Government, federal executive authorities, state corporations, and the Bank of Russia are empowered to apply large fundamental AI models.
Categories of artificial intelligence models such as sovereign and national are established, for which requirements for localization of data processing in the territory of the Russian Federation with the participation of Russian legal entities are defined, as well as measures to support developers of such artificial intelligence models, including access to data necessary for training models.
