Sitronics Group took part in a round table of the Public Chamber on the development of PPP in the space industry

A round table was held in Moscow at the site of the Public Chamber, where participants of the Russian aerospace industry discussed the regulation of off-budget investments, plans for the development of public-private partnerships, as well as the status of projects in the industry. The event was attended by the Roscosmos State Corporation, representatives of financial institutions, experts in the field of legal regulation, as well as companies participating in the industry. Sitronics Group was represented in the discussion by Nikolay Sevostyanov, Honored Designer of the Russian Federation, CEO of SITRONICS SPACE LLC, Vladislav Ivanenko, CEO of the private space company SPUTNIX, as well as Yulia Vasilyeva, Head of the legal department of SPUTNIX, and Lyudmila Chesnyukova, head of the public-private partnership of Sitronics Group.

In his speech, Nikolay Sevastyanov, CEO of SITRONICS SPACE LLC, compared the work of public and private companies in the field of space. He noted that of the eight thousand spacecraft operating in orbit, about three quarters were created by private companies with the involvement of private investments. More than half of the launch vehicles launching spacecraft are also created by private companies. This indicates the rapid development of the space industry in the world.

"Large state-owned companies, due to their versatility, are forced to make universal decisions when creating space technology, which does not always lead to their effectiveness.  Private companies focus on specific space projects, which makes it possible to increase the efficiency of the space technology they create. Businessmen want to earn money, and engineers want to realize themselves, and private companies provide this opportunity. They live by a different motivation than state—owned companies," Nikolai Sevastyanov said.

Lyudmila Chesnyukova, Head of the Sitronics Group PPP department, spoke about possible approaches to structuring PPP projects for the creation and operation of a satellite constellation based on remote sensing data. The speaker also noted that the issue of assuming obligations by the public side to ensure the launch of satellites or to assist the private side in launching such satellites remains relevant.

To date, Sitronics Group is a private operator of space data and is developing services for their provision: the company is actively building up its own satellite constellation for tracking marine vessels and remote sensing. The private space company SPUTNIX, part of the Sitronics Group, has created more than 100 satellites in 2023 alone. It is planned that this year some of them should be put into orbit and replenish the Sitronics Group AIS and remote sensing to 87 vehicles.

"The development of PPP in the space industry is a mutually beneficial process. Private companies get the opportunity to implement their ideas and earn money, and the state receives new technologies and data for its needs," said Vladislav Ivanenko, CEO of SPUTNIX. He drew attention to the fact that in recent years, public-private partnerships in the space industry have been actively developing and private companies are increasingly involved in space exploration.

"This is due to several reasons. Firstly, with the development of technology, it became possible to create cheaper and more efficient spacecraft. Secondly, thanks to the development of the Internet and social networks, people have a greater interest in space. Thirdly, the state is also interested in the development of PPP in the space industry. It provides grants and subsidies to private companies to stimulate their activities. In addition, the state can use the results of the work of private companies for its own purposes," Vladislav Ivanenko explained.

Representatives of the Sitronics Group noted that private space companies are ready to take on financial and technological risks when their coverage mechanism is transparent. The application of state support measures and changes in legislation will contribute to the emergence of new and nurturing existing players in the space industry, and the development of the industry in the country.
