As part of a trip to the Saratov Region, Deputy Prime Minister, Curator of the Volga Federal District Dmitry Chernyshenko visited the construction site of the regional data processing center of Sberbank PJSC in Balakovo. The start of its construction in September 2021 was given by Prime Minister Mikhail Mishustin. The project was also supported by the Chairman of the State Duma Vyacheslav Volodin.
At the site, the Deputy Prime Minister held a meeting on the use of the data center of the Saratov region for the geo-distributed placement of services implemented on the GOSTECH platform and the state reserve.
It was attended by the Presidential Plenipotentiary Representative in the Volga Federal District Igor Komarov, Acting Governor of the region Roman Busargin, First Deputy Chairman of the Board of Sberbank Stanislav Kuznetsov, First Deputy General Director of the State Technical University "Gostech" Vladimir Rakhmanov, as well as representatives of the Ministry of Finance, the Ministry of Energy of Russia and PJSC Rosseti.
Dmitry Chernyshenko noted that the data center, in the conditions of an active digitalization process, solves the tasks of optimizing the process of data collection, processing and storage, as well as ensuring their security.
"The data center in Saratov will become the largest in Russia. The project is significant and ambitious not only for the region, but also for Russia as a whole. I am sure it will give a serious socio-economic impetus to the Saratov region and create a large number of jobs for IT specialists. The region was chosen for a reason. Here we see great support for the investment project from the local authorities and personally Roman Busargin. At the same time, I would like to note the innovativeness of the project – during the operation of the data center, it is planned to reduce energy consumption by 30% without harm to fault tolerance. This is a serious application. In addition, the Ministry of Finance has been instructed, together with Sber, to work out the issue of using the computing infrastructure of the regional center for geo-distributed redundancy of the services of the Gostech digital platform and the state reserve. This will increase the security of citizens' data and will be another step towards ensuring technological sovereignty, which the President has repeatedly spoken about. At the same time, this data center will be able to provide capacities not only to the Saratov Region and the regions of the Volga Federal District, but also to neighboring federal districts," Dmitry Chernyshenko said.
"The construction of a data center is not only an important investment project for the development of the region, but also an example of effective interaction between government and business in solving state–level tasks. The experience of such cooperation can be adopted by other regions of the Volga Federal District," Igor Komarov added.
The data processing center in the Saratov region is a regional data storage and processing platform of the bank and is the first stage in the development of the program for the construction of a network of regional data centers "Sbera".
The development of the site is planned in three stages over the next three years.

Recall that the unified digital platform "Gostech" will not only increase the speed of development of digital services of the state, but also bring them to a fundamentally new level of customer experience. Thanks to the platform, the government and developers can focus on creating high-quality services for citizens without worrying about choosing tools for developing or maintaining infrastructure. By the end of the year, a multi-tenant version of the platform will be introduced, which will speed up the transfer of state information services to GOSTECH.

The data processing center in the Saratov region is a regional data storage and processing platform of the bank and the first stage of the development of the program for the construction of a network of regional data centers "Sbera". The development of the site is planned in three stages over the next three years.
The maximum possible power consumption of the data center is 82 MW. The facility meets the operational stability of TIER III level according to the international standard ANSI/TIA-942-B and the requirements of the Uptime Institute. The annual energy efficiency assessment indicator (Power Utilization Efficiency) is planned in the range from 1.1 to 1.4.
The advanced technical solutions used in the project ensure the highest energy efficiency of the data center under construction, which is achieved by using street air for cooling IT racks after its preliminary preparation in ventilation units specially designed for these tasks. In this technology, only 10-15% of the electricity consumed goes to cooling needs, and the rest of the energy is used for its intended purpose. Such an engineering approach allows you to operate the cooling system of IT equipment in an energy-saving mode up to 80% of the time of the year, without using refrigeration equipment.
Premises with critical elements of the data center infrastructure are equipped with automatic gas fire extinguishing systems using an environmentally friendly extinguishing agent and integrated security systems. In order to ensure the anti-terrorist security of the facility and prevent unauthorized access, the territory is equipped with complexes of modern security and access control systems. In the machine rooms, the complex of climate systems supports optimal precision parameters of the temperature and humidity mode of operation of IT equipment.
