The Kama Capital investment company has closed a deal to purchase the Outlet Village Belaya Dacha complexes in Kotelniki near Moscow and Outlet Village Pulkovo in St. Petersburg from the American Hines. This was reported to Vedomosti by two sources close to both sides of this transaction.
At least the first facility was transferred to the Outlet Central company owned by Kama Capital on April 17. The deal is indeed closed, a representative of the investment company confirmed. He recalls that it was previously approved by a government commission. He did not provide any other details.
Andrey Amosov, head of the Commonwealth Partnership office in St. Petersburg, estimates the market value of the outlets at 22 billion rubles, as cited by Vedomosti. However, according to him, taking into account the discount required for the sale of Russian assets by foreign companies, the total amount of the transaction could amount to 9-10 billion rubles. Hines probably got even less on her hands, since both outlets have a high debt burden, according to one of the consultants who worked with these facilities.
Kama Capital specializes in the purchase and management of commercial real estate, which previously belonged mainly to foreign investors. In 2024, it acquired the Metropolis business center from the Czech PPF Group and Hines, and the Troika shopping centers in Moscow, Aquarelle in Pushkin, Volgograd and Tolyatti, as well as checkout areas in Auchan hypermarkets from the Ceetrus company, which is part of the Auchan Group. The owners of the company have not been disclosed. It is only known that the owner of about 29% of its shares is the former top manager of the SEZ "Alabuga" Rustem Zaripov.
Hines is one of the oldest foreign investors in the Russian real estate market: the company started working here back in the 1990s. Over the years, she owned the Gogolevsky 11 business center on Gogol Boulevard, a share in the Metropolis shopping and entertainment center on Leningradskoye Highway, and the FM Logistic warehouse complex in Lobnya.
