Rostelecom PJSC (MOEX: RTKM, RTKMP), Russia's largest integrated provider of digital solutions, announces the key priorities and goals of the new strategy until 2030, presented today at the CIPR–2026 conference. In the next five years, Rostelecom will enter a new stage of development as an effectively growing digital leader with its own unique technological foundation.

The main priorities in the new strategic cycle will be:

strengthening our own technological foundation through smart investments, the development of IT assets, the creation of industry expertise and the introduction of new technologies;

maintaining leadership in telecom for the public, business and the state;

strengthening market positions and increasing separation from competitors in digital businesses: digital business revenue growth to 0.5 trillion rubles;

ensuring digital sovereignty of the state and technological independence of business;

focus on increasing efficiency.

Successful implementation of initiatives within the framework of the new strategy will allow Rostelecom:

to ensure an average annual revenue of more than 1 trillion rubles in the period 2026-2030: revenue growth from the telecom business is projected to be above inflation, and from the digital business by an average of 15% per year;

to increase the share of digital business in revenue to 40 in 2030%;

to ensure the target level of debt burden in terms of net debt/OIBDA is not higher than 2.5x;

ensure that capital expenditures to revenue are no higher than 20% on average for 2026-2030;

to maintain the OIBDA margin at 37-38% over the horizon of 2026-2030;

3.5 times increase in net profit in 2030 compared to 2025;

to double the dividend flow1 based on the results of 2026-2030 relative to 2021-2025.

Mikhail Oseevsky, President of Rostelecom:

"Despite a series of global challenges in recent years, Rostelecom has successfully implemented the objectives of the strategy for 2021-2025, becoming a strong multidisciplinary digital company. We have not only strengthened our leadership positions in traditional segments of the telecom market, but also entered the top IT companies in the country in such areas as cloud services, information security, digitalization of the state and regions, and commercial software development. The result of our work was the formation of our own powerful technological foundation with a unique combination of digital infrastructure, IT assets, technologies and industry expertise.

In the new strategic cycle, we see Rostelecom as an effectively growing digital leader based on its own technological foundation. Smart investments, advanced development of IT assets and the introduction of innovations will allow the company to strengthen its leadership in key market segments and strengthen its separation from competitors.

As an active participant in the formation of the country's technological sovereignty, the company will continue to develop the production of domestic equipment, develop its own IT solutions, software and platforms for digital services. We see great prospects in our commercial IT cluster, which offers proprietary software for the market both in Russia and abroad.

The focus on digital growth, efficiency and consistent implementation of strategic initiatives will lead to a multiple increase in net profit and a doubling of the dividend stream in the new strategic cycle. These are the most important benchmarks that reflect the effectiveness of our work and the attractiveness of the company in the eyes of shareholders. Rostelecom, as a company with a 30-year history on the public capital market, will continue to create additional value for the benefit of our shareholders and investors."
