From January 1 to December 31, 2026, the Russian government has set a quota of 2.2 million tons for the export of ferrous scrap and waste outside the Eurasian Economic Union. The corresponding decree was signed by Prime Minister Mikhail Mishustin, according to the website of the Cabinet of Ministers.
The quota will be distributed by the Ministry of Industry and Trade among participants in foreign trade activities.
The quota volume is increased by 400 thousand tons compared to the previous decision of the Cabinet of Ministers, adopted in August 2025.
When exporting scrap and ferrous metal waste within the quota, the duty is 5%, but not less than 15 euros per ton, above that – 5%, but not less than 290 euros per ton.
