The Federal Antimonopoly Service proposes to set special tariffs when connecting to unclaimed power distribution centers, which will stimulate energy consumption. This is reported on the FAS website.
The draft decree of the Government of the Russian Federation developed by the Antimonopoly Authority stipulates that in calculations with such consumers, the volume of electricity transmission services will be determined based on a phased increase: from 25% of the maximum capacity to the actual amount of infrastructure use. The innovation will affect consumers who have connected power receiving devices after July 1, 2026.
The mechanism applies to electric grid facilities located in the Khanty-Mansiysk Autonomous Okrug and included in the list of underutilized power supply centers. The maximum capacity of a technologically connected energy receiving device must be at least 5 MW.
Payment for electricity transmission services will be carried out on the basis of an agreement concluded between the backbone territorial grid organization and the consumer, using a two-part tariff.
Currently, there is a shortage of demand for electric energy in some regions. Because of this, unused reserves of network capacity appear and the operating costs of servicing electric grid facilities change, the FAS emphasizes.
