The Bank of Russia proposes to increase the minimum capital requirements for banks with a universal license to RUB 3 billion from RUB 1 billion and for banks with a basic license to RUB 1 billion from RUB 0.3 billion. This is reported on the regulator's website.
New banks that receive a license after January 1, 2028, will be required to immediately meet the target requirements of 2030.
At the same time, the regulator is considering the option of setting minimum capital requirements of 3 billion rubles only for the parent credit institution of the banking group.
The relevant amendments to the law "On Banks and Banking Activities" are planned to be prepared in the first half of 2027, so that the new requirements will enter into force on January 1, 2028.
If the banks confirm their willingness to form associations based on the Alliance model, the Central Bank is ready to discuss the possibility of applying a special approach for its participants.
