The Government of the Russian Federation has adopted a resolution that amends the Rules for Approving the Architectural and Urban Appearance of a capital construction facility.

Now, not only the owners of land plots and capital construction facilities, but also the operators of the CRT and persons who have concluded a contract on the CRT will be able to apply for approval of the architectural and urban appearance of the capital construction facility. The changes will make it possible to initiate the procedure for approving the architectural and urban appearance before completing the registration of land rights, which will make it possible to carry out separate procedures in parallel and shorten the preparation time for the development projects.

"The innovation removes the restriction and allows the CRT operator or the person who signed the CRT agreement to coordinate architectural solutions simultaneously with cadastral registration and registration of land rights. Now the processes can be conducted in parallel, which significantly reduces the investment and construction cycle," commented Alexander Lomakin, First Deputy Minister of Construction and Housing of the Russian Federation.

The adopted amendments No. 538 dated May 10, 2026 to the Decree of the Government of the Russian Federation No. 857 dated May 29, 2023 are aimed at further reducing the investment and construction cycle and improving the mechanism of integrated territorial development. The possibility of an earlier start of the procedure for approving the architectural and urban appearance will reduce the preparatory stage of the implementation of CRT projects and increase the effectiveness of interaction between participants in the investment and construction process.
